MINUTES OF REGULAR VILLAGE COUNCIL IJĹ’ETING HELD ON THURSDAY, JANUARY 7, 1971
The Village Coundl of the Village of St. Joseph met in regular session on I
Thursday, January 7, 1971 with the following members present: ¥1ayor George
Gustin; Councilmen, Herman Schneider, Roman Reber, Dick Schroeder; Clerk, Bob
Johnson; Treasurer, Bill Meinz; Attorney John Knapp.
The oath of office was administered to newly elected councilmen Donald (Bud)
Reber and John (Honey) Schroeder, as the village changed from the standard
pJan of village government to plan A.

~linutes of Dec. meeting approved on motion by Schneider seconded by"Reber.
Motion carried.
Mayor submitted Bob Johnson's name for clerk appointment. Motion made by Roman
Reber seconded by John Schroeder. Motion carried.
Dave Karn name submitted as treasurer - a motion was made by Schneider seconded
by Bud Reber to appoint Dave Karn treasurer. IJlotion carried.
A motion was made by Councilman Roman Reber seconded by Councilman Herman
Schneider to approve the following appointments for 1971:
Acting Mayor - Herman Schneider R
Health Board (3) - Dr. Bamgartner, Reber, John Schroeder
Council Rep. on Planning Commission - Roman Reber
Fire Chief - Mike Loso
Asst Fire Chief - Herrmn Schneider
Depository - First State Bank I
Weed Control Commissioner - George Gustin
Asst. Weed Control Commissioner - Bill Lorentz
Newspaper - Enterprise Dispatch
Assessor - (indefinite term) Ollie Lesnick

Bud Reber was appointed recreation director - John Schoreder appointed asst.
director of streets and water and sewer approved on motion by Herman Schneider
seconded by Roman Reber. Motion carried
Sewage testing program reportedly being set up by Engineer R. ~v. Teague.
Roman Reber reported no further information on Planning Commission preparation
of industrial procedure.
Review of liquor licensing in area held - Avon license fees added to survey list,
Baggenstoss - report by Roman Reber - alley near Integrity Printing in question
village not charged for some of v-fOrk.
~er from Sal Schneider presented regarding student all night parking on ~linn-
esota Stree~ requested council reduce hours of parking.
Council members to question businessmen regards parking on Minnesota Street.
Engineer Teague to be notified of cable break and mercury seal question at I
treatment plant.

Roman Reber reported Mrs. R. ~v. Kelly reappointed chairman, Ben Kremer vice
chairmen, Ollie Lesnick Sec. - treasurer of Planning Commission.
I Question of rink flooding at Kennedy School other than hockey rink. Rink to
receive additional floodings.
Discussion of bond issue for benefit of nev-l members held - Hotion made by Roman
Reber seconded by John Schroeder to call for bond bids on Feb. 1.!_, 1971, 8 p.m.
Ad published 10 days in advance. Motion carried unanimously.
Sal Schneider petition for annexation presented by Attorney Knapp. Petition
includes lots 1-2-3 Blk 1 - Lots 5-6-7-8-9-10-11-12-13-14- Blk 2 - Loso's
6th Addn. to St. Joseph Township.
Rothfork petition consisted of only Rothfork property. Ordinance presented by
Attorney Knapp regarding Rothfork petition.
Motion made by John Schroeder seconded by Bud Reber to adopt Ordinance No. 1971-A
(Rothfork petition) Motion carried unanimously.
Zoning of property question to planning com~ssion.
Motion made by Roman Reber seconded by Bud Reber to purchase 2 copies of
Tovmship 7.oning ordinance and building code - ~lotion carried.
Liquor (Dee 23) Chief Lorentz picked up minor in wssession of strong beer
(malt liquor) at La Playette - owner (Drake Dierkhising admitted giving minor
I liquor as Christmas present.
Farm fire protection question discussed - St. Joseph Township in payment arrears.
Bills presented: Motion wade by Roman Reber seconded by John Schroeder to pay
bills as presented. Notion carried.
Discussion of investment in treasury bills for 90 days held - A motion made
by Roman Reber seconded by Herman Schneider to invest $30,000 out of Sewer
Bond Fund - $20,000 out of Street Bond Fund in U. S. Treasur;}T bills for 90 days -
Motion carried.
Motion made by John Schroeder seconded by Bud Reber to transfer $300.00 f~L-
General fund to Farm Fund.
Discu8sion hfld on audit recommendations,'adoption of item H. approved. Clerk
instructed to adt1pt and complete special assessment ledgers.
