JOSEPH MINUTES OF REGULAR VILL~GE COUNCIL MEETING HELD ON JULY 8, 1971 The Village Council of the Village of St. Joseph met in regular session on I Thursday, July 8, 1971 with the following members present: Mayor George Gustin; Councilmen, Herman Schneider, Roman Reber, John Schroeder, Bud Reber; Clerk Bob Johnson; Attorney John Knapp. Also present were: Math Jost - Al Kron who requested council re-consider variance request deniEid by Zoning Board of Appeals. The Board of Appeals met on Monday, June 28, 1971 to consider the variance request to redu~è the area requirement for single family dwellings permitting the splitting of the Math Jost lot. The Zoning Board voted 3 - 2 against approval. Attorney John Knapp in- formed applicant that thc village zoning ordinance did not permit appeal of Boards decision. Roman Reber, council representative on planning commission, to þring matter of lot area requircment reduction before commission at their next regular meeting. St. Joseph Township officials; Fred Reber, Del Terwey, Norb Eckmeier and David Thralovl were present regards township residents complaints of not being permitted USe of dump. Problems examined yn th no out of vi llage or township materials or refuse to be accepted at local dump. Anthony Altman, township resident, began as dump caretaker on July 7, 1971. John Borresch hospitalized on July 3, 1971 after incident at dump. Accident under investigation by village officials. I Mr. and Hrs. Mike Ives were present and presented plans and request for special use permit to establish a 150 unit· Hobile Home Court - (30 acres) an additional 30 acres also under option. The court would be knm1D as vvestridge and located on acreage recently annexed as the Rothfork property. Council to further examine plans and additional information relating to Mobile Home Court prior to Aug 5 meeting. The Bell Telephone application for permit to service College of St. Benedict student housing project were approved on a motion by Herman Schneider and seconded by Bud Reber. Motion carried. Dan Eller, attorney, representing Wally Honer, was present regarding annex- ation petition of approximetly 16 acres abutting Village on southeast sector. Ordinance No. 1971-C for annexation of the Honer property was presented by Village attorney John Knapp and approved on motion by Roman Reber seconded by Don Reber. 110tion Carried. A motion was made by Herman Schneider seconded by Jo~n Schroeder to approve permit allowing Tom Barron to replace trailer on Joyce property for permanent residence. Motion carried. Minutes of previous meetings held on June were approved as read. I Roman Meyer presenteà a request for village improvement (squaring corner of Minnesota Street West and 2nd Ave. N.W.) Mr. Meyer stated improvement would elimate trafic hazards and excess water. Question was tabled. Kelly report on grant seminar recently held at Hlnckley, Minn. 456 Mayor Gust1n requested greater coordination of Police and Fire Dept regards use of portable radio equipment~ Mayor Gustin also expressed appreciation for the work of both departments on the 4th of July. Engineer Robert Ericson presented partial estinate No.3 in the amount of I $25,585.7~. for Gohman Construction on fire hall and filtration plant project . Project reported approx 60% completed. Engineer to check roof drainage - tank repair reported not complete - inside of tank to be scraped and repainted. Front door stoop question to be checked by engineer våth contractor. Kierzek and Taufen were present to discuss repairs needed. Storage shed roof repair - catch basin improvement at Nierengarten and Gertken corner, plow pump",," council approved repairs. A motion was made by Herman Schneider seconded by Roman Reber to approve Taufen attendance at Vocational Water School - motion carried. Storm sewer problem at Danzl and Trailer court area to receive cost extimate examination. Treasurer's report was presented by Leo Sadlo. A motion was made by Herman Schneider seconded by Bud Reber to notify Eric Dierkhising, La Playette Bar and Restaurant, of hearing on suspension of license for conviction on liquor violation - selling to minor. Hearing set for 7:30 p.m. Aug 5, 1971. Attorney to check Forest lfunor sub division final plat approval made by I county. Clerk to check mobile home information with Jvletro Planning Commission. Building code school report presented by Roman Reber. Adoption of state bldg code mandatory by July 1, 1972. QuarterJ~ report and fee payment required on all building permits issued after July 1, 1971 also cited. Varianc:e hearing fees set at $25.00 for regular planning commission meeting and $75.00 for special meeting. Chief Lorentz reported village placed in Metro police area. Nayor Gustin requested more information on the police matter. Martin Pfannenstein and Joseph Waldherr reported placedon Fire Dept retirement list July 1, 1971. Milner = Carley fishing invitation presented by Mayor outing set for Sat. July 17, 1971. George Molus hired for weed cutting with tractor at 4.50 per hour. A request for organization of a civil defense police reserve from the Stearns County Civil Defense director was presented by Mayor Gustin. Proposed training program outlined. Mid - Sept training session start I suggested. Mayor Gustin proposed council establish as auxiliary police force. Chief of Police Bill Lorentz to prepare list. Council asked to decide by Aug meeting. Chief Lorentz to become full time police-no supervision of other village employes. A motion was made by Herman Schneider seconded by John Schroeder to pay bills as presented.
