The Village Council of the Village of st. Joseph met in regular session
on Thursday, Feb., 10, 1966 at 7p~ m. with the following members present: _,

Discussion held on W.. F. Honer application for 4-p'lex unit construction.
Application referred to planning commission.
Minutes of previous meeting were approved as read.,
A motion was made by Schneider seconded by Reber to pay bills as presented.
The Public Jiearing on Street Assessment No.. 1965 was opened at 8 r20 ¡J.Jt1..

Attorney John Knapp presented an explanation of assessment roll pro-
cedures.
The following were questions from the f~oor relating to the assessment:'
John Schroeder- question of lot line establishment and objection to
proposed 16 ft. width on surfaced alley in his area.
Harold Counter-- question relating to procedures of assessment with
relation to property in his area.,
Christ Walz--· a lot line question
Joe Dullinger-- question of paying interest on assessment before
project completion and poor condition of street abutting his
property.
Max Meyer-- question on Engineer's seil test methods prior to
project start. I
Theresa Phillippi-- question of interest payment prior to pro-
ject completion--- informed by attorney that la~ requires assess-
ment be completed as this time.
Ves Roeder-- question of curb frontage-- future assessments based
on lot front of 66 ft. -- 70 ft.. curb installation made on present
assessment.
Assessments may be' paid in full before March 10,< 1966 without in-
terest...
First period after March 10, 1966 to contain 1 year 9 months to
Dec.- 31, 1967 to conform to state law.
Assessment period to be 20 years at 6% interest.
Great Northern rai1foad representative presented request for
reconsideration and discussion on railroad assessment. After
re-examination and discussion with Attorney John Knapp regarding
~ver assessment on a~ea size- a motion was made by Wieber & seconded

Attorney John Knapp. '

Motion made by Schneider seconded by Reber to pay recreation deficit I
of $241.,49..
Recreation Committee dissolved according to reþ!D1't of Don Haider.
