JOSEPH MINNESOTA MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON DECEMBER ~, 1965 The village council met in regular session on Dec. 9, 1965 with follovl- ing members present: Lodermeier, gChneider, Reber, Wieber, JOhnson, Attorney John Knapp, and R. W. Teague, engineer. I Minutes' of the previous meetings held in November approved as read. Don Haider presented request for electric heater installation in warming house - 2 at approx. $100.00 cost - operation cost approx. $T5.00 per month. Ray Pfannenstein presented inquiry of council policy relating to snow removal costs in business district. M~. Examination of Donøvan estimate and discussion held with Engineer Teague.- Project approx. 2/3 completed. Several problems listed - to be acted upon by DonQvan as soon as possible - black~top closing of catch basin on San Francisco at Pine (west side) - catch basin hazards on Pennsylvania s~treet. Engineer to call DonOvan's attention to pro- blem areas listed. Discussion of township fire protection ~ld - clerk to notify Coll- egeville & St., Wendell Townships of contract termination and cost problems. Welfare request (in writing) presented in behalf of Pauline Silber- I nick - received $lQØ,..OO grocery order from Loso's Store.. Request for Angie Bruns Drug order from County nurse approved.. Mbtion made by Reber seconded by Schneider to include 67¢ per ft a~ village cost-share on curb & gutter installation. ( Curb & gutte~.outside project/to be paid to village -Ldirect billing) Attorney Knapp to prepare costs and forward to clerk. Health Dept. Engineer Starin report on plant operation presented: Engineer Teague indicated corrections suggested are minor with ex- ception of blood introduction to ,lant. Report related to plant at full capacity. Report on file. Motion made by Schneider seconded by Wieber to approve assessor attendance at short course Jan. 10, 1966. Request for credit on water billing containing "rust run" disallowed due to city-wide rust conditions. Motion made by Reber seconded by Wieber to approve beer- cigarette licence applications.. Reber presented zoning ordinance question relating to domestic I servants housing. Attorney KRapp stated - servant must be full- time and employed on premises. Street sign installation in progress - question on numbering systems presented. 301 Motion made by Wieber seconded by Schneider to have Engineer Teague prepare house numbering system and plat of street name change. I Snow removal question discussed - questionaires sent to business firms regarding snow removal from business district examined. Complaint presented on condition of hall following band practive. Failure to cleanup noted. Clerk to send letter to firms or persons engaged in snow removal to discontinue pushing snow on streets~prmvate property without per- mission of such property owners. Discussion on possibility of village participation in youth summer job program held. Village to provide supervision. The council resolvedton motion by Wieber seconded by Schneider)to designate duck areas Village of St. Joseph game refuge and park area.
