VILLAGE OF ST. JOSEPH
MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON Feb. 8, 1968
The Village Council of the Village of St. Joseph met in regular session on Thurs- I
day, February 8, 1968 with the following members present: Zwack, Schneider, Reber,
Johnson, Attorney John Knapp and Bill Lorentz. Absent: Dick Schroeder due to ill-
ness.
Motion made by Reber seconded by Schneider to approve minutes of January meeting as
read.
Dennis Danzl presented oonstruction plans and variance question. rAdvised addition
to variance would require a second public hearing. Council also requĊsted im-
proved layout and plans prior to approval for building permit.
O.C. Dierkhising expressed interest in purchase of part of former borresch pro-
perty now owned by Village. The question was tabled for further examination.
A number of residents were in attendancè to complain about dog problem. Council
indicated it is attempting to emplo~ dog catcher. An~one interested in job is asked
to contact Roman Zwack. Ordinance requires village to mmpound dogs for 48 hours
before disposal. All dogs within village of St. Joseph must be confined to owner's
premises at all times or on leash. All dogs are to be ~censed and wear a collar
with license attached. The council once again requesti residents to comply with
ordinance.
Snowmobile complaints were heard and discussed at length. After examination of or- I
dinances recently adopted in Central Minnesota area the council on motion by .
Schneider seconded by Reber instructed attorney to prepare ordinance and publish.
Ordinance to become effective upon þublication. The provisions of 11innesota
Statutes relating to snovnnobiles are adopted and made a part of the ordinance.
Section 2 prohibits the operation of a snowmobile within the Village between the
hours of 9:30 p.m. and 6 a.m. the following day. Operation in a cemetery, on a
skating rink, or ~on any other public park or playground is also prohibited.
On motion by Schneider seconded by Reber the appmication for Sunday liquor license
of Claude and Marion Menzhuber was approved. Motion carried by unanimous vote.
Motion made by Reber seconded by Schneider to pay bills as presented.
Police department arrest report presented by Chief Lorentz and placed on file.
Council examined and discussed street pmovring plan.
On motion by Schneider seconded by Reber the council adopted ordinance No. 1968-A,
the snowmobile ordinance.
Treatment plant fire inspection report presented by Schneider. Council approved
purchase of fire proof extension cord for plant operation.
Motion made by Schneider seconded by Reber to appoint Enterprise-Dispatch official
village newspaper for 1968. I
