IvIINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON JUNE 6, 1968
I The Village council of the Village of St. Joseph met in regular session on Thursday,
June 6, 1968 with the following members present: Zwack, Schneider, Reber, Johnson,
Attorney John Knapp, Engineer R. W. Teague and' Police Chief Bill Lorentz. Absent:
Dick Schroeder - hospitalized -.
Minutes of the regular May council meeting were approved as presented on motion by
Schneider seconded by Reber.
Discussion of Well No.2 and pumphouse J p~~p~~~~~ project held with Engineer Teague.
Project bids to be published June 13 and 20 -Cj Enterprise-Dispatch and one publication
in Construction Bulletin. Total estimate cost set at $20,000. Pump house - 10 x 16
concrete shadow block building.
Engineer Teague to contact county engineer regarding seal coating projects.
Street incision question examined - fee set at $3.00 per sq. yd.
West lot line of Plant property to be established later in summer.

Council decided all posts put in place by property owners must remain on prøvate
property unless approved by the council.
Engineer instructed to obtain additional plats of water system and school annexa-
tion areas.
I Edward Thielman, Vocational Rehabilitation program director, was present to discuss
program for summer. 30 hours per week for 10 weeks - 17 to 20 personnel - $600.00

funded by state. Program enlarged ~ 8 to 17 workers.
On motion by Schneider seconded by Reber the council approved appointment of Bill
Lorentz as supervisor at the ~q~c&te~salary of $1000.00 ($600.00 state, $400.00
village) . ()...." .
Sal and Ed Schneider were present and received a planning coronrrssion report ~
council~ommission member Roman Reber permitting 1 trailer per lot. Schneider's
now indicated plans arè to establish trailer court. Question to be~£urned to
Planning Commission. A special use permit is necessary to establish trailer park.
O. C. Dierkhising presented a request for permit for porch enclosure project at
former Geo. Danzl property on north College Ave. Mr. Dierkhising also presented a
request for variance relating to Borresch property question - question referred
to planning commission.

Motion made by Schneider seconded by Reber to pay bills as pre~ented.
Council considered ordinance to control junk car nuisance. Attorney John Knapp to
abtain additional information.
I Annexation reported in preliminary stages -- description of 1 property covering 200
acres to be obtained for Engineer - reported by Council commission member Roman
Reber.

On motion by Schneider seconded by Reber the council approved street sweeping
by College and usee of fire dept. tanker vn th sweeper.
The fire dept membership application of Tom Woods was presented and approved on I
motion by~seconded by Johnson.

The following liquor violations and convictions were reported by Police Chief Bill
Lorentz.
1) Conviction of Lawrence Schaefer (:r.-fidway Bar) in Municipal Court for sale of
intoxicating liquor to a juvenile. Fined $100. and costs.
2) Jerry Johnson (El Paso Club and Lanes) in local justice court for sale of non-
intoxicating liquor to a minor. Fined $100. and costs - $50. suspended.
On motion by Reber seconded by Schneider the council instructed clerk to send
Reuben Wiener, licensee Midway Bar, a notice of hearing on suspension of license
for violation of Ordinance No. 62 Motion unanimously carried. Hearing scheduled
for 7:30 p.m. on June 20, 1968 in the village hall.
On motion by Reber seconded by Schneider the council instructed clerk to send Claude
and Marion Menzhuber, licensee El Paso Club, a notice of hearing on suspension of
license for violation of Ordinance No. 1967. Hearing to be held at 8 p.m. on June
20, 1968 in the village hall. Motion unanimously carried.
Ray Theisen attandance at 1 day water school at St. Cloud Water Plant on Tuesday,
June 25, 1968 approved.
Attorney Knapp reported state law contains no specific information regarding
erection of fences within a municipality but refers only to line fencing in rural I
areas.
Lorentz hospitalization question tabled for policy comparison.
Patrol car insu~ñnce request for village payment of entire cost approved on motion
by Schneider seconded by Reber.
Clerk salary question tabled for further stud~g'
Next regular meeting scheduled for July 3, 1968 a change from the July 4th schedule
approved on motion by Schneider seconded by Reber. Notice of change to be published
in Enterprise-Dispatch.
