JOSEPH YùNUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON SEPTEMBER 5, 1968 The Village Council of the Village of St. Joseph met in regular session on I Thursday, September 5, 1968 with the following members present: Zwack, Schneider, Reber, Schroeder, Johnson, Attorney John Kanpp, Engineer Teague and Bill Lorentz. Minutes of previous regular meeting and special meeting held on August 8 and 12th respectively, approved on motion by Schroeder seconded by Reber. Notion carried. Lawrence Fischer requested information relating to moving house into village as a rental unit. Mr. Fischer advised to submit plans and information to planning commission as initial pr~edure. John Kierzek presented report on plant operation. Explosion proof light pur- chase approved for plant as recommended by insurance inspector. Bob Lodermeier reported Watertower Paint and Repair Co. had taken no action on damage claim to his residence as a result of tank cleaning action on July 1, 1968. Village hall damage ..¡as also reported. Attorney Joþn Knapp to contact company. Engineer Teague presented reports on both the street seal coat and Well No. 2 and pump house projects. Engineer reported possible sub-letting by Donavan on ~x6eal coat project and suggested council approval. County agreed to slurry test ··àt~ price of regular seal. Council approved sub-contractor, after examination and approval by engineer, on motion by Schneider seconded by Reber, Notion carried. Donabauer statement for test drilling Well No. 2 approved by engineer, but tabled for Donabauer signature prior to payment. I Engineer Teague reported and explained lout of plumb I characteristic of Well No 2. Teague stated manufacturer of pump not concerned with the o~t of plumb problem. The out of plumb defect reported by Teague as not a~y affecting warranties. Fischer statement for partial payment and certification of out of plumbness to be referred to general contractor J. B. Surma and Sons. A motion was made by Schneider seconded by Reber to authorize Mayor and Clerk to approve partial payments to J. B. SurIT~ and Sóns after engineers approval and examination of statement. Motion carried. Planning Conmdssion report by Roman Reber - suggested meeting to provide infor- mation on annexation to residents of area in question. Mr. and Mrs. Don Fleming, reported having purchased the former Nick Borresch residence, and requested information relating to vacation of alley abutting property~~ north and south. Vacation question to be examined at court house. Tom Carroll, Minnesota Benefit Insurance Assn. representative presented insurance information to council. Bob Lodermeier - discussed rifle range question with Council. Range reported closed until further notice by Mayor Rornan Zwack. I Frederich municipal court appeal case report presented by Attorney John Knapp. On motion by Reber seconded by Schneider the application of Elmer John Rakotz for fire department membership was approved as submitted by fire department Ass't Chief Herman Schneider. 372 còn'd from page 371 A motion was made by Reber seconded by Schneider to approve the following election judges and counters for the primary election Sept 10: Mrs. Irene Rassier, I Mrs. Herman Schneider, Mrs. Helen Reber, Mrs. Norbert Zierden, judges; Roman Reber, Herman Schneider, Dick Schroeder and Roman ZwackJ~ ~oman Reber, counci~lanning commission representative, reported commission . . ~approval of Sal Schneider request for special use permit to establish trail- /,,/ er court. First Monday of month scheduled as regular planning commission ~ ' meeting nite. A motion was made by Reber seconded by Schroeder to approve purchase of police . shirt, trouser and jacket by Bud Reber. Motion carried. Bills were approved for payment on mòtion by Schroeder seconded by Schneider; Donabauer statement on Test well No. 2 to require signature or verified account completion prior to payment. Motion carried. Motion made by Schroeder seconded by Schneider to increase clerk salary to $300.00. Motion carried. Motion to adjourn made at 11:50 p.m. RQman Zwack, Mayor I I
