VILLAGE OF ST. JOSEPH
HINUTES OF REGULAR VILLAGE COUNCIL ~-Ĺ’ETING HELD ON OCTOBER 10, 1968
The village council of the Village of St. Joseph met in regular session on
I Thursday, Oct. 10, 1968 with the following members present: Mayor Roman Zwack;
Councilmen Herman Schneider, Roman Reber, and Richard Schroeder; Clerk Bob
Johnson; Police Chief Bill Lorentz; Attorney John Knapp and Engineer R. W. Teague.
Minutes of the regular meeting of September 5, 1968 were approved on motion
by Schroeder seconded by Reber.
Lawrence Fischer - reported 3 property owners willing to donate street area -
Roman Reber reported corMÙssion examination of area in question. Attorney
Knapp suggested easement signatures to dedicate street.
Motion made by Reber seconded by Schneider to advise attorney to prepare
easement. Motion carried. (Hollerman, Danzl, Eich, Fischer, Eisenschenk)
Dave Pfannenstein request for garage variance referred to planning commission -
street problem enlarged. Engineer suggested blading. Truck 1964 model -
council to examine.
Bill Gohman presented request for building permit to construct garage (24X30
frame construction.) Approved by building inspector.
Teague introduced Mr. Don Carley, selling business to Milner-Carley and
Association. Teague to finish projects in progess. (Jan. 1, 1969) Serving
Sartell, Sauk Rapids, Foley, Gilman, Rockville, Sauk Centre and Freeport, three
engineers in St. Cloud office. Teague to remain in association with Milner-
I Carley. Don Carley to submit schedule of fees.
Street sand removal problem discussed - question of penalty - September 15
deadline - weather factor - Mr. Donovan reported complete clean-up set for
Sat. Oct. 12.
Well No. 2 and pump house, Oct 21 completion date - on schedule, meter to be
installed. Electrical check to be made - voltage question. Teague presented
statement of completion to date on Well No.2 and pump house project. Payable
to J. B. Surma and Sons in the amount of $19,522.29 (21,691.43 less 10%
retainage) Partial payment No.1.
Motion made by Schneider seconded by Reber to pay partial payment No. 1 on
Well No 2 and pump house project as recommended by Engineer Teague.
Bills presented: Motion made by Reber seconded by Schneider to pay bills as
presented.
Motion n~de by Reber seconded by Schroeder to refund payment to Ed Kremer for
Sewer clealllng mishap. Discussion of sevier flushing held.
Dump property size reexarllned.
Question of land acquisition next door to hall discussed - Zimmer property to
I meet with them on November 13 if possible.
Tax levy meeting Nov. 4.

Motion made by Schroeder seconded by Reber to hold hearing to vacate North-
south alley in north half of block 6 Original Tovmsite. Hearing scheduled
for Nov. 7, 1968 at regular meeting. I
Motion made by Reber seconded by Schroeder to appoint the following judges
and counters for general election. Mrs. Irene Rassier , clerk, Mrs. Herman
Sc neider, Mrs. Helen Reber, Mrs. Norbert Zierdem, Mrs. Roman Zwack. Counters:
Roman Zwack, Herman Schnieder, Ollie Lesnick, Leo Sadlo, Dick Schroeder,
Bill Klett.
Notch Pure Oil and Joe Prom to be instructed to clean up area.
Charles Peep building permit question - OK
James Kacures - flower shop question at residence, permit necessary.
Annexation - planning coroonssion to hold meeting and invite cOUllbil etc.
Frederich case reported by Attorney Knapp - plea of following to close -
$100.00 fine.
Request for hall use for accordian lessons submitted by Roger Blondell not
approved.
Motion to adjourn made at 11:50 p.m.
