VILLAGE OF ST. JOSEPH
HINUTES OF REGULAR VILLAGE COUNCIL HEETING HELD ON JULY lO, 1969
The village council of the Village of St. Joseph met in regular session on I
Thursday, July 10, 1969 with the following members present: Zwack, Schneider,
Reber, Schroeder, Johnson, Attorney John Knapp and Chief Bill Lorentz.
Minutes of the meetings held in June were approved as read on motion by
Schneider seconded by Reber, Notion carried.
Sal Schneider requested information relating to on-sale liquor license made
available by 1969 session of State Legislature. Council indicated it had not
examined question to date but would in near future.
Hike Loso, fire chief, presented statements of cost of three fire dept. person-
nel attendance at state fire convention. ($374.80) . Requested council adopt state
fire code b~ reference. Fire code question to receive further examination.

Dan Nierengarten presented a monthly dump report: requested several loads of
dirt at dump. Reported shooting at dump and requested council policy - Nieren-
garten instructed to prohibit shooting at dump at all times.
Discussion of garbage and refuse collection service held vnth Cliff Grabinski,
Park Refuse Service. After a complete exa~ination of costs and local service
problems a motion was n~de by Schneider seconded by Reber to retain Park
Refuse Service for garbage collection at the rate of $l.50 per month per account
once a week collection. Collection to start Wednesday, July 16, 1969.
Notion carried.
Herman Schneider reported the following fire dept. members assuming retirement I
stab.ls: Math Jost, Claude Menzhuber, Pat Zahler, Ray Schindler.
New appointees reported were: David Schindler (re-instated) George Gustin,
Richard Taufen.
Motion was made by Reber seconded by Schroeder to approve fire dept. appoint-
ments and to recognize department retirement members. Notion carried.
St. Bens water tank reported in need of major repair. Village facilities
in use until repairs are completed.
Village drain pipe repair cost estimates submitted by Watertower Paint and
Repair at $1288.00 - National Tank Service - $650.00 question tabled -
Dick Schroeder reported dump operation complaints from operator Dan Nierengarten.
Operator to have complete authority regarding dump.
A motion was made by Schroeder seconded by Reber to contribute an amount not
to exceed $25.00 to Rod and Gun Club for cherråcal treatment of Kraemer Lake.
Motion carried.
ROlnan Reber reported a need for yield sign at Date and 1st Street N.E. Lorentz
to notify county. I
Attorney Knapp reported on police protection plan - agreements and approvals
of communities involved still pending.

A motion was made by Schroeder seconded by Schneider to alRrove Attorney'
attendance at Stearns County law officers meeting at St. ohn's Universlty -
Village to cost-share with Paynesville at $25.00. Hotion carried.
I Letter to liquor dealers in August - regarding return of students to area
tabled for next meeting.
Attorney to examine and appraise petitions of annexation (3) as submitted.
Seal coat question: Engineer Lund letter presented by Attorney Knapp. Non
payment of Donovan statement for additional sand on streets because of excessive
bleeding, suggested by all parties. Council instructed clerk to table Donovan
statement fo $540.66 additional hauling of granite sand on streets. Attorney
Knapp to contact county attorney for use of county broom.
Attorney Knapp to prepare procedures for adoption of a fire prevention code.
Lorentz reported possibility of snow plow purchase from ~~. Instructed
to investigate qUèstion fully and obtain costs and information on equipment
available.
A motion was made by Schneider seconded by Schroeder to pay bills as presented.
Hotion carried.
A Bell Telephone application for permit to install serv.ices for Sal Schneider
Trailer Court was approved on motion by Reber seconded by Schroeder.
