VILLAGE OF ST. JOSEPH
HHJUTES OF REGUl.l\.R VILLAGE COUNCIL JYlEETING HELD ON OCTOBER 9, 1969
I The Village Council of the Village of St. Joseph met in regular session on
Thursday, October 9, 1969 with the following members present: Roman Zwack,
mayor; councilmen, Herœan Schneider, Ror~n Reber and Richard Schroeder; Clerk,
Bob Johnson; Attorney John Knapp and Police Chief Bill Lorentz.
Ninutes of the regular meeting held on Sept. Li, 1969 were approved on motion
by Reber seconded by Schroeder with the follováng addition: all street excavation
replacement costs to be charged to property ovmer.
The following persons were present and requested council consider removal of
all snow from business district: Herman Linneœann, Helen Loso, Al Pfannenstein
David Taufcn, Al Stueve and Hel Stueve. Council agreed to examine snm-l removal
question.
George Gustin r.equested council re-consider his application for a mon-intoxi-
cating on-sale liquor license.
On a motion by Schneider seconded by Reber the council approved the application
of George Gustin for a mon-intoxicating on-sale liquor license for use at
the auction site, formerly the College IrLTJ., váth the following restriction:
sales onJ~ from 6 to 11 p.m. on Friday nights. Hotion carried.
Sal Schneider questioned right of John Kierzek hooking to sanitary Se1ver in-
stalled by Schneider for Trailer court operation. Sewer line located in village
alley. ;;¿uestion of policy agreement - village maintaining alley trunk line.
I A motion was made by Reber seconded by Schroeder to refund the follm-áng aSSess-
ments for laterals and connection not installed in the Sal Schneider Trailer
court property: $326.17 for laterals, $74.82 for connection - total $400.99.
Hotion carried.
Mike Nierengarten requested cross-walk markings at Minnesota and 1st Ave. N.E.
and the installation of school crossing signs. Council agreed to install cross-
vmJk markings and signs at both East and Fest end- areas of Ninnesota Street.
Hike Nierengarten also requested council consider securing additional police
for Parish Centennial in 1971.
Engineer presented reports on Trailer Court alley grading.and Bell Telephone
cable project on Ninnesota Street.
The following bids Here reeeived on the St. Bens Hest-1îinnesota Street entrance
and eorner of 1st Ave N.W. storm sewer project:
Utilities Service, ÌJlpls. - $11,800.00
Three-Hay Construction - ~;4, 697 . 09
Jerry Rennie - ~;4, 927 .46
A motion was made by Reber seconded by Schneider to accept low bid of Three-
Hay Construction for storm smver project. Motion carried. Engineers to pre-
I pare contract for Attorney John Knapp examination.
Kierzek and Post office alleys to be graded by Threc-~{ay.
Cost e~t~mates on filtration plant exami.ned - question of general obligation
bond l:umt to receive further study

Report on land acquisition appeal made by Attorney Knapp. O"mers are now
requesting $5000.00 for property appraised at $3750.00 I
A motion >vas made by Schroeder seconded by Schneider to approve ordinance
No. 1969-B ant ordinance increasing the :ma.ximun penalty for nÜ.sdemeanors and
ordinance violations to $300.00 or 90 days or both. Motion carried unanimously.
The cooperative police agreement (Sartell, Waite Park, St. Joseph) was prepared
and presented by Attorney John Knapp. Each village to carry the follovnng in-
surance for its police W.C., public liability, property damage, accidental
death benefit.
A motion >vas made by Reber seconded by Schroeder to approve police agreement as
presented. Ì-iotion carried. Agreen~nts signed.
Lenfcrink bldg permit report presented, by Reber, permit approved.
The purchase of snow fence and posts was approved by the council.
Bob Borrcsch was called to meeting for discussion relating to sidewalk con-
ditions and street excavation problem at his residence. Borresch claimed he
Ivas unable to hire anyone to restore street excavation. Informed of tamping
requirement in restoration. No conclusions "!¡vere reached as Borresch left meet-
ing in anger.
After a study and discussion regarding John Kierzek's request for salary increase
a motion vIas made by Schroeder seconded by Reber to increase John Kierzek I
salary $25.00 per month effective Oct. 1, 1969. Motion carried unanimous]y.
Lorentz to check Wasner tractor - broom rental.
After a discussion and examination a motion "Ias made by Reber seconded by
Schneider to increase the salary of Bill Lorentz by 10% starting Oct. 1, 1969
E:otion carried.
A motion v.¡as TOade by Reber seconded by Schneider to pay bills as presented.
l'íotion carried.
The following election judges vrere approved on motion by Reber seconded by
Schneider: Mrs. Irene Rassier, Mrs. Hleen Reber, Mrs. Norbert Zierden and
Mrs. Clara Rassier.
Assessor Lesnick's attendance at assessor school on Nov. 3 - 17 approved.
