JOSEPH MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON THURSDAY, MAY 7, 1970 The Village council of the Village of St. Jaseph met in regular session I on Thursday, May 7, 1970 with the following members present: Nayor George Gustin; Councilmen Herman Schneider, Roman Rebef, Dick Schroeder; Clerk Bob Johnson; Attorney John Knapp. A motion was made by Schneider seconded by Schroeder to approve minutes of the April 16 meeting with the following correction: delete word examination - 3rd paragraph - 2nd line and add word treatment. Motion ca carri ed unaminous ly . Terry McKenna and Tom Murray, Certified Public Accountants were present to discuss village audit. On motion by Schroeder seconded by Schneider the council approved a 3 year audit by McKenna and Murray at $12.50 per hour each and $3.50 per hour for typist. Motion carried unaminously. Leo Sadlo, representing St. Joseph Lions Club present to discuss park'area Lion project possibility - question of availability of park. Jim Kuebel- beck and Jerry Rennie were also present. Primari¡Y interested in park playground area former school district property. Question of lease - Attorney Knapp itated: non profit organization not qualified for tax exemption if leased. Lion members to take matter back to club for con- sideration. Cliff Grabinski, Park Refuse Service suggested twice a week service at I $2.00 per month per account. The question was tabled until the next meeting. Grabinski also suggested special pickups in spring. Jerry Rennie present regarding patching black top and street restorations specs. Question of street patching - clerk to contact Hardrives. Street closing at Bud Reber residence question examined. Lorentz to set up barricades closing street for summer months. A motion was made by Reber seconded by Schroeder to close street for summer. Motion carried. Discussion held on the following methods of financing the proposed filtra- tion plant and building project. 1) double water rates 2) water revenue and general obligation bonds 3) special assessment square foot basis. Special meeting to be held after Donabauer examination of Well No.1. John Wilkerson, engineer, and Three Way Construction to examine storm sewer project. A motion was made by Reber seconded by Schneider to approve ordinance No. /!/-'1tJ-1i an ordinance establishing rules for organization and procedures at villag~ . I council meetings. Motion carried unaminously. Councilman Schneider reported on examination and survey by Bob Lodermeier at pond and gravel pit area. Max Meyer present during examination and survey. 416 Water level in gravel pit reported as 18 inches higher that pond. Pond level 1 inch above level at time of plant construction. Merle Gretch hedge and picket fence to curb line reported. Notice to I restrict planting and fencing to property line to be dispatched. Dump caretaker to be instructed to engorce dumping regulations. A motion was made by Schroeder seconded by Reber to approve street light installation, as recommended by NSP in the Schneider Trailer court area. Rennie dump dozing and cover approved. A motion was made by Schroeder seconded by Schneider to approve purchase of arch welder, price not to exceed $100.00. Motion carried. A motion was made by Reber seconded by Schroeder to pay bills as presented. Motion carried. Motion to adjourn at 11:55 p.m. George Gmstin, Mayor I I . , r
