JOSEPH MINUTES OF SPECIAL VILLAGE COUNCIL MEETING HELD ON WESDAY MAY 26, 1970 I The village council of the Village of St. Joseph met in special session on Tuesday May 26, 1970 with the following members present: Mayor George Gustin; Councilmen, Herman Schneider, Roman Reber, Dick Schroeder; clerk Bob Johnson; Attorney John Knapp. Al Torborg, creamery manager, was present regarding application for permit to erect liquid fertilizer tank in creamery area. Tank to contain 20% ammonia nitrate - samples were presented by Torborg. Soil sample from adjoingng property containing spillage occurring last year examined. Sample contained some odor offtmmonia. Tank to contain approximately 12,000 gallons. A motion was made by Schroeder seconded by Reber to table request for fertilizer tank erection until report from district health engineer is received and examined. Motion carried unanIDmOU~~. Al Donabauer presented report on tregtment of Well No.1 and results. Report on screen obtained from Joh6P c.reen Co. Well capable of 350 to 400 gal per minute. Cost factors for repair of present pump as replace- ment by new turbine or submersible were presented by Donabauer. Herman Schneider to obtain a second quotation as required by law. Discussion and examination of assessment factors to finance filtration and hall addition project Were held. Project cost of $120,000 (approx.) to be financed by special assessment on a square foot basis agreed upon. Attorney to publish notice. VFW sidewalk question and shed siding examined and approved.
