JßBEPH MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON THURSDAY JUNE 4, 1970 The village council of the Village of St. Joseph met in regular session on I Thursday, June 4, 1970 with the following members present: Mayor George Gustin, Councilmen, Schneider, Roman Reber, Dick Schroeder; clerk, Bob Johnson and Attorney John Knapp. Minutes of meetings held in May were approved on motion by Schnieder seconded by Schroeder. Motion carried. Cliff Grabinski, Park Refuse Service, reported an unusual amount of garbage and refuse picked-up at the Jim Landwehr residence. Clerk instructed to investigate and dispatch notice to Landwehr. Garbage cans and refuse required to be placed not more than 5 to 6 ft from curb or street. Contract to be extended for another year on same basis as present agreement. Both parties to affix sig- natures to contract. Motion was made by Schneider seconded by Schroeder to accept bid of Donabauer Well and Pump Co. for new submersible pump at $1518.50 complete with installation. Motion carried unanimously. A second quatation from McCarthy Well Co., Mpls. I in the amount of $1335.00 plus installations and extras was received and placed I on file. I ~ Fire Chief Mike Loso presented a request for salary increase for firemen answer- t ing calls. An increase for $2.50 to $3.00 per hour was approved on motion by Schroeder seconded by Schneider. Motion carried. ~ f A motion was made by Schroeder seconded by Schneider to approve four firemen J I for attendanced!.t State Fire Convention at $39.00 per day per man, plus 10 cents per mile travel expenses. Motion carried. Report on fertilizer tank question at Creamery presented: Letter from A. J. Stairn, district health engineer, read and placed on file. Stairn referred village to Pollution Control Agency. Mayor Gustin called PCA who indicated a letter regarding the matter would be forwarded to the Village. Council may grant special use permit provided odors are controlled as not to be offensive after compliance with PCA recommendations, approved on motion by Schroeder sec- onded by Schneider. Motion carried. John Wilkinson engineer, present regarding the Three-Way Storm Sewer project at St. Bens entrance. The engineer stated project is substaintially completed. Complaints examined. Council decided to patch and complete project restoration and deduct cost from balance due Three-Way Construction. John Borresch new dump caretaker. Dump hours for July 4th holiday to be pub- lished as follows: July 3, 1 - 9 p.m. - July 6, 1 - 9 p.m. Parking signs to be removed on Minnesota Street, across from Stueve Garage and Sal's Cafe, for balance of summer. A motion was made by Schneider seconded by Schroeder to approve the following on-sale liquor licenses: Midway - Rueben Wiener - El Paso, Claude Menzhuber - La Playette, Drake and Eric Dierkhising - VFW Club and Legion Club. Motion r=-, I carried unanamously. Street repair project at Creamery to be completed by village employees. 420 Planning Commission opening reported. The following names were submitted for consideration: Lawrence Rennie, Math Gillitzer, John Eich, Don Post. Council- man Schroeder to contact candidates. Council agreed to hire young man for I grass cutting and similar work. Motion made by Schroeder seconded by Schneider to pay bills as presented. Motion carried.
