The Mayor then announced that the meeting was open for has.ring and consideration
by the Oouncil of the views of all persons interested with :reference to the making of
the proposed ·Improvement and the 'area to be assessed therefore..
About 60 residents ot th~ ìTiJ.1age appeared and inquired about the cost ot the
Improvement and several. objections werevoioed. Engineer Richard \1. Teague then expJJiin-
ed the workings of the Water Fi3.trationPlant·tmd the est1m.atedoost.

MINUTES OF PUBLIC HEARING ON MONDAY, JUNE 22, 1970
The Village Council of the Village of St. Joseph met to conduct a public
I hearing on Monday, June 22, 1970 with the following members present:
Mayor G~Ðrge Gustin; Councilmen Herman Schneider, Roman Reber; Clerk Bob
Johnson; Attorney John Knapp. Engin~wilderson and R. W. Teague

Purpose of hearing to explain the proposed Water System Improvement No. 1970,
construction of a water filtration plant and hall addition, the method
and costs of financing project. Approximately 30 residents were in attend-
ance, including Howard Evans, representing Burlington Norther~.
Hearing opened by Mayor Gustin. Attorney John Knapp project costs and
assessment procedure. Mike Loso, fire chief explained need for fire-
proof building for department equipment and relation to insurance rates.
Herman Schneider {þpresented report on filtration operation at College of
St. Benedict.
Total project cost estimated at $120,000. Approximately 1 cent per square
foot of assessable property.
The average 198 X 66 ft lot waould be assessed $130.68 on this basis.
Assessment period to be 20 years with 7 to 8 % interest rate estimated,
annual assessment average $12.00 per year over 20 years. Assessments may
be prepaid within 30 days after adoption no interest will be added.
I Andrew Bechtold questioned area assessment method. Suggested use of 7500
sq ft limit per unit as basis of assessment. This method also more satis-
factory to Max Meyer.
Fr. Elmer Eisenschenk also concurred with use of unit method of assessment
and suggested more test drilling to find water relative¡Y iron-free.
Engineer R. W. Teague reported on village wells, theFon content and effects
on system. Mr. Teague also explained the filtration process.
Problems resulting from the iron content of village water were reported
by the following persons. Bob Lodermeier, Dr. and Mrs. Robert Kelly,
Arthur Gerber, Easy Wash owner.
Rudy Gapko and Louie Tewwey questioned benefit to their properties.
Neither property serviced by village water main or sewer system. Re-
quested deferment of assessments. Question of deferrment of assessments
fop Gapko, Terwey and Reisinger properties along with hook-up charge
question to be examined. Hearing adjourned at 9:35 p.~.
Bob Lodermeier requested council consider surfacing alley abutting his
property and village hall. Question tabled.
A motion was made by Reber seconded by Schneider that engineers be direct-
I ed to proceed with filtration and hall project. Motion carried unanimously.
Advertisement for bids to be published by August 1, 1970.
