MINUTES OF SPECIAL VILLAGE COUNCIL MEETING HELD ON AUGUST 21, 1970
The Village Council of the Village of St. Joseph met in special session on Friday, I
August 21, 1970 with the following members present: Mayor George Gustin, Councilmen
Herman Schneider, Roman Reber, Dick Schroeder; Clerk Bob Johnson; Attorney John
Knapp.

Purpose of meeting: To examine final plans and specs on Water~Improvement No. 1970 -
Hall addition and filtration unit project.
Fire dept. personnel were present to examine hall addition plans and suggested
addition of a single walk-in door and hose drying tower facility. Questiorm to be
reviewed with engineer.
Alice Pallanch and owners of house trailer moved on Pallansch property were present
requesting permit for trailer parking. Council cited 10-year non-conforming use section
of ordinance. Permitted trailer to remain 30 days for relocation. Another location
found for trailer by phone - Sartell area.
Council to re-examine question of individual trailer parking. Trailer question also
to be submitted to planning commission for examination an~ review. Question of
amendment regulating trailers specificially, to be studie by attorney John Knapp.
Trailer owners to be nmtified of conforming use requirement effective in December,
1972.
Civil defense seminar information presented by Ma~Gustin. Federal assistance
possibilities to be examined. I
Attorney Knapp presented letter from Three-Way Construction Co. Attorneyjindi-
eating legal action would be taken by Three-Way to recover $1,456.86~ final
payment on storm sewer project not satisfactorily completed byt approved by engineer
Wilkinson. Three-Way to allow a $100 deduct -
Attorney Knapp to study question and notify Milner C~rly and Asso. of village dis-
pleasure regarding engineer Wilkinson's approval of project prior to acceptable comple-
tion.
Council agreed to re11.lew 1-year lease of garage (Pallansch property) at $75.00 per
month on motion by Schroeder secnnded by Reber. Mogion carried.
Motion to adjourn was made at 9:50 p.m.
