JOSEPH MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON SEPTEMBER 10, 1970 The Village Council of the Village of St. Joseph met in regular session on Thursday, Sept. 10, 1970 at 8 p.m. with the following members present: Mayor I George Gustin; Councilmen, Herman Schneider, Roman Reber, Richard Schroeder; Attorney John Knapp, and Engineer R. W. Teague. (Absent R. Johnson, clerk - to arrive at 8:30 p.m.). Meeting opened by Mayor Gustin, Minutes recorded by Counciilnan Schroeder. Minutes of previous month meetings were dispensed until arrival of clerk, on a motion by Reber seconded by Schneider, Motion carried. Terry McKenna and Tom Murray were present and reported on progress of present village audit. To report again at November, 1970 meeting. Bill Gohman present regarding question of building permit for public school project . Gohman stated he knew of no other public building construction re- quiring permit fee. No further action taken on this matter. New dump hours were established starting on Sept 16 - Wednesday - 1 p.m. to 7 p.m. - Saturday $ a.m. to 7 p.m. change to daylight hours Oct. 31, 1970. Dog pound - Bill Lorentz will present request for materials completing dog pound. .~ Roman Reber presented information from department of Economic Development. Clerk to complete form. Planning Commission approved vacation of street and alley relating to Schneider I Trailer Court property to be petitioned for annexation. No meeting scheduled with Senator Harren regarding Community Park. (clerk arrived at 8:30 p.m.). I Hockey proJect promotøvs Paul Wieber and Louis Krebsbach reported on progress to date-received permission for use of land b~public school, from school officials, south of the Sy Theisen residence. Reported Lions request for in- formation regarding village Ç.e~~ ·l-t~.-financial support of project. Maintenance and storage questions were discussed. Councilman Schroeder sug- gested a possible village contribution of $300.00. Hockey group to again contact Lions Club. Engineer R. W. Teague presented a report on Water System Improvement No. 1970 - building size extended to comply with state requirements - hose drying tower installation - backwash into sanitary sewer - extra walk-in door - elimination of door between present fire equipment room and new structure were changes approved by council. Advertisement for bids to be published Sept. 24, 1970 - bids to be opened on Monday, Oct. 19, 1970 at 8 p.m. on motion by Schneider seconded by Schroeder. Motion carried. Police Chief Lorentz to notify St. Benedicts of weed cutting requirements in Park Terrace area. I A motion was made by Schroeqer seconded by Reber to permit use of fire siren for civil defense practice on first Wednesday of month between 1 and 1:30 p.m. Motion carried. Planning commission reported favoring adherence to 1972 deadline for trailer house locations . In areas zoned residential Att . orney to further explore legal 426 questions regarding trailer parking. A motion was made by Reber seconded by Schroeder to approve payment of bills as presented. Motion carried.
