JOSEPH MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON OCTOBER 8, 1970 The village council of the Village of St. Joseph met in regular session on Thursday, Oct. 8, 1970 \iLth the following members present: Mayor George I Gustin; Councilmen, Herman Schneider, Dick Schroeder; Attorney John Knapp, and R. W. Teague, engineer. To be late: Clerk Bob Johnson; Absent; Council- man Roman Reber. Minutes of previous meetings approved as read on motion by Schneider seconded hy: Schroeder. Sal Schneider presented request for annexation of lots 10-17 Schneider Add- ition for expansion of present trailer p~k. Motion to approve annexation was made by Herman Schnèide~ seconded by Dick Schroeder. Plans to be submi t- ted to Planning Commission<Öomplaint presented regarding 24 hr street parking by college students. Revision of the present related ordinance suggested. Louis Krebsbach presented a report on progress of proposed hockey program. Indicated Lions Club approved a contribution of $300.00 after balance of $1200 has been appropriated. Harold Rothfork presented a petition for annexation of approximately 76 acres described as fOllO~f'\n for annexation JU+OUkl..J)€f'U/P~~( The territory described abutt~ on the Village limits at the Northeasterly ~.R!:~ boundary. A joint council - planning commission meeting is scheduled for r tomorow night Oct. 9, 1970 at 7 p.m. to consider and act upon petition. (clerk arrived at 9:30)p.m.) I Discussion of monthly waste water treatment reports to Pollution Control Commission held. Engineer Teague to set-up testing program. On motion by Schneider seconded by Schroeder the council approved purchase of 55 gals of chemical for testing purposes at treatment plant. Motion carried. Skating program supervision to be hired by rec. director Dick Schroeder. . A waiting period of 48 hours to be required prior to issuance of village per¢ts. Attorney Knapp to contact League regarding trailer court ordinance. Prepara- tion of special ordinance approved. , Engineer R. W. Teague presented final specs4plans for Water System Improve- mént No. 1970. Police car rental question re-examined - new information appraised. Council to secure additional cost factors and related information. .~~ A motion was made by ~ôbB~seconded by Schroeder to pay bills as presented. Motion carried. Discussion of radar problems held with Police Chief Bill Lorentz. Radar representative~invited to next regular meeting. I Council approved $50.00 expenditure for replacement of dog pound fencing.
