VILLAGE OF ST. JOSEPH, MINNESOTA
MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON THURSDAY, NOVEMBER 5, 1970
The Vjllage Council of the Village of St. Joseph met in regular session on Thursday, Nov.
I 5, 1970 with the following members present: l~yor George Gustin; Councilmen,
Herman Schneider, Roman Reber and Dick Schroeder; Clerk Bob Johnson; Attorney
John Knapp.
Motion made by Roman Reber seconded by Herman Schneider to postpone reading
of minutes. l''1otion carried. :/
Mayor requested placement of Mr. Ray Krebsbach ~ on council agenda due to
another commitment.
Ray Krebsbach in attendance in regards police car rental lease.
MCKeªnt and Murray present regarding village audit. The question of continu-
in~u 6 include bond funds affirmed by council. M:èèting for final audit presen-
tation set for Thursday, Dec. 3, 1970, 8 p.m.
Dick Crelley - radar representative was present - Mr. Crelley stated federal
funds 1-¡ere available on a 50 - 50 matching - basis - ($1295.00 cost) $300.00
trade in - 50% returned by state. 1 year warranty - no costs - at service
facility - (frt going in only.) For expert radar testimony the council was ad-
vised to contact Instrumentation Services, Inc. 997 Winnetaka, Golden Valley

Motion made by Schroeder seconded by Reber to purchase new radar on a federal
I 50 - 50 matching basis - Motion carried.
Portable radio acquistion data - VFW - $600.00 on deposit - Legion donated
$400.00 for $1000.00 total- ($600,00 deposited in VFVI savings account) Legion
also donated $75.00 for recreation (hockey program).
Hotion made by Dick Schroeder seconded by Herman Schneider to accept Krebsbach
Motor Co bid for police car lease - yearly basis - clerk to complete details
of lease with Ray Krebsbach. J!.'1otion carried
Notion made by Dick Schroeder seconded by Herman Schneider to accept minutes
of October meetings as presented. .
Bond issue term discussed - letter las~ated a 20 year term. Village to
purchase $90,000 worth of the bonds.
Schedule of fees for annexed areas regards sewer-water etc. to be sent to plann-
ing commission.

Louis Krebsbach - hockey group - program to start Saturday - building boards
Maintenance and supervision questions discussed, Hockéy group to remove snow.
Mobile home ordinance presented - Mayor Gustin to make additional copies.
Gas purchase tax rebate for village from dealers - question to be examined.

Request for building permit from Graffiti Inc. - (back entrance) presented by
Dick Schroeder. Request approved
Liquor license fee question to be on next agenda. Dealers to be required to
pick-up license at council meeting.
Check water rates at trailer courts in St. Cloud.
Motion made by Roman Reber seconded by Dick Schroeder to approve assessor
attendance at school. Motion carried.
Mayor reported on hearing regards R.R. signals on C.A. 3 northwest of village.
Road to be surfaced - fed, funds available if signals are installed - 2 pass-
engers and 4 freight trains pass per day - presently 4 warning signs located
in crossing area.
Motion to pay bills~~s presented made by Dick Schroeder seconded by Herman
Schneider, Hotion carried.
Mail boxes in trailer court - snow fences in trailer court area - no action
taken.
