MINUTES OF SPECIAL VILLAGE COUNCIL 1,Ĺ’ETING HELD ON THURSDAY, DECEMBER 3, 1970
I The Vil]~ge Council of the Village of St. Joseph met in special session on
Thursday, Dec. 3, 1970, with the following members present: Mayor George
Gustin; Councilmen, Herman Schneider, Roman Reber, Dick Schroeder; Clerk Bob
Johnson and Attorney John Knapp. Also present were CPA Terrance McKenna and
Thomas Murray.
Purpose of meeting to examine and review the village audit covering the eight
years ended December 31, 1969 by certified Public Accountants McKenna and
Murray. .

Question by Attorney John Knapp, regarding assessments relating to the 1961
Sewer Improvement 1Bonds't.u0be further examined. Council expressed their sat-
isfaction of the audit report to McKenna and Murray. Auditor,to be engaged
to complete additional work required by adoption of audit recommendations.
Discussion of assessment role and deferred assessmentspertaing to Water System
Imp. No. 1970, held with Attorney John Knapp. Council agreed to deferrment of
assessments on Gapko, Reisinger, Terwey properties also a portion of Max Meyer's
property. Lot 20 Park Terrace to receive deferrments received for 1961 Sewer
Imp. assessment.
Council agreed future hoo~-up charges to include part of all improvements.
Council further agreed to retain the l¢ per sq. ft method of assessment in
preference to a 5.6 mill per sq. ft. levy.
I A Joint Planning Commission - Council meeting with Senator Henry Harren of
Albany scheduled for Dec. 7, 1970 - 8 p.m.
A motion was made by Reber seconded by Schneider to reappoint Mrs. R. W. Kelly
and Rudy Gapko to the Planning Commission. Motion carried.
Motion to adjourn made at 11:30 p.m.
