VILLAGE OF ST. JOSEPH
MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON JANUARY 8, 1970
The Village Council of the Village of St. Joseph met in regular session on Thursday,
I Jan. 8, 1970 with the following memhers present: Councilmen Herman Schneider,
Roman Reber, Dick Schroeder, Clerk Bob Johnson, Attorney John Knapp, Acting
Mayor Herman Schneider opened meeting. Newly elected Mayor George Gustin
was administered the oath of office and assumed the chair.
Minutes of the regular and special meetings held in December were approved
as presented.
A motion was made by Reber seconded by Schroeder that council not issue more
than three on-sale intoxicating liquor licenses at this time, rather than
the four permisable under state statutUs. Voting for the motllion: Reber and
Schroeder, opposed: Schneider, Johnson and Gustin. Motion defeated 3 - 2.
Leonard Gustin explained 3.2 on-sale application for the Auction House.
License to be effective on Auction sale days. Friday and on Saturday a.m.
George Gustin reported sale of his interest in the Auction House.
A motion was made by Reber seconded by Schneider to grant Auction House a
3.2 on-sale license to be used in conjunction with auction enterprise. Motion
carried unanimously.
Council Planning Commission representative Roman Reber presented report of
commission chairman M~ Rober W. Kelly. Report placed on file. Attorney
John Knapp to examine questions relating to the Metropþlitan Sanitary Sewer
Stud'-Y Advisory Committee ~project and County Planning program relating to
I sewer and water. Plat and reports submitted to Attorney John Knapp for study.
Councilman Schroeder indicated desire to act as village representative and
suggested council appoint Mrs. Robert Kelly as the ~"~e6omd~sepDBsenþative.
Appointments approved by council. Planning Commission report also suggested
Council in error in granting O.C. Dierkhising a permit to place mobile home
on the back of the lot at 303 College Ave. North. Attorney to nfutify O.C.
Dierkhising by mail of council decision to remove trailer by June 1, 1970
to conform with ordinance. Permit originally granted for an emergency
family housing p"blem.
Attorney to prepare council agenda ordinance.
Councilman and Asst. Fire Chief Herman Schneider presented the following
fire department applications for approval: Bernie Laudenbach, age 30; Ray
Arectold age 27. ApplicationSwere approved by council on a motion by Reber
seconded by Schroeder. Motion unanimously carried.
1969 water pumping report presented for file (copies to be made) clerk to
request St. Bens pumping report from engineer James Stagner.
New St. Cloud schedùne relating to parking tickets to be used when available.
Village west end boundary, Cold Spring road area, established as center of
roadway.
I Motion made by Reber seconded by Schroeder to pay bills as presented. Motion
carried unanimously.
Justice court report for 1969 presented and filed \
Attorney to examine ~rieinvestment of bond funds.

A motion was made by Reber seconded by Schroeder to approve the following
appointments for 1970:
Acting Mayor --- Herman Schneider I
Heal~h Board --(3) Dr. Baumgartner, Reber, Schroeder
Council Rep. on Planning Commision ---Reber
Fire Chief --- Mike Loso
Asst. Chief --- Herman Schneider
Depository --- First State Bank
Weed Control Commissioner --- George Gustin
Asst. Weed Control Commissioner --- Bill Lorentz
Newspaper --- Enterprise-Dispatch
Motion carried.
A motion to adjourn was made at 11:30 p.m.
