JOSEPH MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON APRIL 13, 1970 The Village Council of the Village of St. Joseph met in regular session on Monday, April 13, 1970 with the following members present: Mayor George Gustin; Councilmen I Herman Schneider, Roman Reber, Dick Schroeder; clerk Bob Johnson; Attorney John Knapp, Bill Lorentz, police chief. Motion was made by Reber seconded by Schroeder to accept minutes of regular and special March meetings. Ervin Klitzke Box 459, St. Joseph, presented a complaint regarding statement received irl·~he.amount of· $76.80 for damage to 16 ft of water suction hose. Mrs. Klitzke, reportedly drove over hose in March. Mayor Gustin and Attorney Knapp suggested Mr. Klitzke first report incident to his insurance carrier. Max Mey~r presented complaint to council about high-level of pond at treatment plant site. Requested removal of dam. Explanation of need for present pond ·level for odor abatement presented to Mr. Meyer. Original water level higher - removal of stump at outlet lowered pond below level necessary for proper operation of treatment facility. Water level in gravel pit reported 18 to 24 inches higher than pond. O.C. Dierkhising requested ezplanation of letter received from village attorney on council order for removal of mobile home, located on rear of lot at 303 College Ave. North. Councilman Reber, planning commission representative, ex- plained planning commission objection - insufficient area for a second single family dwelling on lot in question. Council granted permit for emergency only. Referred to established frailer court in immediate area. June 1 deadline for I removal will be enforced. Dick Taufen approved for water school attendance at U. of Minnesota on motion by Schroeder seconded by Schneider. Motion carried. A motion was made by Reber seconded by Schroeder to approve permit application of Bell Tleephone to install an underground conduct system on College Ave.North from Minnesota Street to Elm Street, then on Elm Street to 1st Ave. Northeast and across the Great Northern Railroad tracks. Also buried cable in alley be- tween Ash Street East and Birch Street East and between College Ave North and Third Avenue Northeast. Project to start after June 1, 1970 and be completed before Dei-II, 1970, Motion carried. Summer recreation director Dick Schroeder reported hiring Dave Fredericks as summer program supervisor. Old merry-go-round at park to be removed - considered a hazard. r John Wilkerson, engineer associated with the Milner Carley f.rm was present to discuss hall project. Mr. Wilkenson stated engineering'fees would be approx- imately 10%. Construction questions re-examined and discussed. Emgineer to provide letter regarding engineering fees on project. Mayor Gustin read letter from Governor LeVander announcing a drug abuse meeting to be held on May 4 in St. Paul auditorium 9:30 a.m. start. Creamery permit request for installation of liquid fertilizer tank in creamery I area to be submitted to planning commission by councilman Reber. 413 Sidewã1k repair question examined - V.F.W. and#Flueger Store areas labled as I badly in need of replacement. Dump hours set at : Wed. 1 - 8 p.m. - Sat. 8 a.m. to 9 p.m. effective Saturday April 18, 1970. Rennie to be contacted for alley work at Kierzek, Creamery and Woodworking areas. On motion by Schroeder seconded by Reber street barracades will be permitted at public school during noon hour only. Motion carried. A motion to adjourn was made at 12:05 a.m. George Gustin, Mayor I I
