JOSEPH, MINNESOTA MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON THURSDAY, JANUARY 6, 1972 I The Village Council of the Village of St. Joseph met in regular session on Thursday, January 6, 1972 with the following members present: Mayor George Gustin; Councilmen, Herman Schneider, Roman Reber, Bud Reber, John Schroeder; clerk, Bob Johnson; Attorney John Knapp. Also present: Edward W. (Bud) McCulloch, highway dept. representative. upon invitation. Discussion of the intersection crossing at Highway 52 and College Ave was held. Possibility of improvement of signals at crossing questioned. Number of accidents at crossing to date not considered serious, reported b~ Þlr. McCulloch. Danger of pedestrian crossing cited by council. Emergency vehicles crossing problem examined - use of school patrol suggested. Cross-- walk flashers are erected at total cost to village. Cost varies from $300.00 to $1500.00. Highway Dept would conduct survey to establish need of signals at crossing. Justifications for signals are people - traffic volume - acc~dents. Highway Dept would assume 50% of cost of signals. Improved road signs would be supplied by Highway Dept. Coll~ge and Pleasant Acres sign locations cited as necessary but poorly located. Mr. McCulloch suggested village record all accidents occurring at the h~ghway intersection in question. Signs at inter- section to be upgraded and re-located. Council expressed their appreciation to Mr. McCulloch for his attendance and suggestions. Council to request highway dept. investigation of crossing. I Minutes presented - approved as read. Attorney Dan Eller presented final plat of" Eastern Park Addition for signatures. Motion made by Roman Reber, seconded by Bud Reber authorizing Mayor, Clerk to sign final plat for village. .. Bob Ericson - examination of filtration project held - itemized additions were examined and analized. Further study and questions to be submitted to contractor. Council to attend county commissioner meeting regards railroad crossing signals in village. Motion made by Herman Schneider seconded by Bud Reber to approve attendance at Wastewater Treatment School at St. Cloud. Vocational - a 2~ hour one6 night a week - for a period of 20 weeks - for operators John Kierzepcand Dick Taufen. Motion carried. Motion made by Roman Reber seconded by Herman Schneider to approve the following applications for membership in the Village Fire Dept; Denis Klehr, John Knevel and Harvey Notch. Motion carried. Certified letter of resignation of councilman John Schroeder was presented by clerk. , I Motion made~ Bud Reber seconded by Herman Schneider to accept resignation. Motion carried unanimous¡Y. 478 Dick Taufen presented question of light or buzzer outside of plant (filtration) as emergency signal. Question to be examined with equipment manufacturer. I Bob Ericson - presented information on Eastern Park and other East End areas interested in sewer and water extensions in spring. Petition presented by East End residents representing more than 50% of property owners as required. Notice of petition to be filed with all parties affected. Public hearing on petition to be sah1£led. Petition was submitted by Jack Loso, containing 17 signatures. Attorney to examine and approve petition prior to acceptance. Further plans to be presented by engineer at next meeting. W. F. Honer questioned method of financing with additional area included - assessment or developer cost basis - council to further study question with final answer dependent upon additional annexation. Motion made by Roman Reber seconded by Bud Reber to direct attorney to n6tify Municipal commission, Township and County authorities after determination of petition legality. Motion by Roman Reber seconded by Herman Schneider to approve the following appointments for 1972: Acting Mayor - Herman Schneider,dHealth board - Dr. Baumgartner, Roman Reber, Bud Reber, Council Rep on planni~g commission - Roman Reber, Fire Cþief - Mike Loso, Asst Fire Chief - Leo Sadlo, Depository - First State Bank, Weed Control Commissioner -~George Gustin, Official Newspaper - Enterprise -Dispatch, Asst. Weed Commissioner - Bill Lorentz. :Motion on I appointments carried unanimous¡Y. Treasurer Leo Sadlo presented his monthly report. Motion made by Herman Schneider and seconded by Roman Reber to pay bills as presented. Motion carried Water report submitted by Herman Schneider report placed on file. Council to meet with Planning Commission on Monday, January 10, 1972 at 7:30p.m. Complaints on dogs running at large reported as a growing problem. Motion made by Bud Reber seconded by Roman Reber to approve purchase of pølice dept t~ng fork for radar. Motion carried. Motion to adjourn made at 11:30 p.m. George Gustin, Mayor ~~ I
