MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON THURSDAY, FEBRUARY 10, 1972
The Village Council of the Village of St. Joseph met in regular session on Thursday,
I February 10, 1972 with the following members present: MayqrG~orge Gustin;
Councilmen, Herman Schneider, Roman Reber and Bud Reber; dierk Bob Johnson;
Attorney John Knapp.
Meeting opened by acting Mayor Herman Schneider in absense of Mayor Gustin. A
motion was made by Roman Reber seconded by Bud Reber to approve the council appoint-
ment of Harvey Botz. Oath of office was administered and Mr. Botz was seated as
c oun ci lrnan .
Mike Loso, fire chief, submitted request for 12 fire department uniforms. Request
submitted in proper form and placed on file. Chief Loso cited state law requiring
provision of protective clothing for all fire dept. personnel.
Problem of tax levy limitation controlling and limiting village spending in 1972
were reviewed and re-examined. Chief Loso asked for explanation of levy reduction
effecting firemen's relief. Council explained levy limitation imposed by state
legislature for 1972 and 1973 requiring village levy reductions.
Minutes of January meeting were approved as presented.
Council to schedule meeting with County Commissioners.
~uestion of park land option extension examined. Attorney to further study
question. Motion made by Bud Reber seconded by Roman Reber to further explore
methods of payment with college authorities. MoUon carried.
~I Question of sprinkler system or presurized water fire extinguisher for village
garage discussed. Council to obtain cost factors.
Street grit presently used reported over-sized. Employes to be notified to return
to a finer grit.
Art Gerber present regards receipt of estimated water bill. Reported rust problems
- meter being cleaned.
Council indicated water filtration unit now in operation - removal of rust from Arnains
to take an estimated one year. Meter needs cleaning. Meter to be checked.
Mayor Gustin assumed the chair at 9:10 p.m. and called a 5 minute recess.
Application of Keith Anderson submitted for approval for membership in fire dept.
Motion made by Herman Schneider seconded by Harvey Botz to approve application.
Motion carried.
Copies of working agreements with St. John's and Rockville fire depts. to be
obtained. Village øf St~ St~phen has suggested a working agreement for mutual
fire assistàncF:~ Cnuncilrnan Botz to contact fire chief Loso for copies of
agreement.
íII Engineer Bob Ericson reported on annexation areas relating to sewer and water
extensions. Area included in proposed project is approximately 40 acres - forcemain
addition to serve approximately 350 acres. The lift station being considered
could serve an additional area of 60 acres without additional forcernain. Total
preliminary cost factor of $129,000. was submitted. Attorney Knapp reported

&a~t end petition for annexation contained proper number of signatures. Copies
of petition have been dispatched to Municipal Commission, County and Township.
Discussion of hook-up charges and deferred assessments was held by council with I
engineer and attorney relating to annexed areas. Engineer to prepare a final or
near complete cost estimate - updating preliminary costs presented.
Drainage and storm sewer questions examined.
Motion was made by Bud Reber seconded by Herman Schneider to schedule public hearing
on annexation on March 22, 1972 at 8 p.m. All property owners to be notified.
Review and examination of Partial estimate No 7 = Filtration unit and fire hall
construction project was held. Engineer presented contract additions and deductions
relating to project.
Motion was made by Roman Reber seconded by Bud Reber to retain the local village
assessor, Ollie Lesnick. Þlotion carried. Notice to be filed with Commissioner of
Taxation.

Motion made by Roman Reber seconded by Harvey Botz to approve purchase fo first
aid books for police reserve unit. Motion carried.
Chief Bill Lorentz presented a report on the police reserve unit. Purchase of
protective clothing for dog catching being considered. I
Motion made by Roman Reber seconded by Bud Reber to approve purchase of pressurized
water fire extinguisher to be placed in village maintenance shop. Motion carried.
Motion made by Roman seconded by Herman Schneider to establish the amount of $6000 as
necessary to provide fire protection for St. Joseph and St. Wendel Townships.
Clerk to submit financial report and notice of assessment amounts to both
TownshPps prior to March 1, 1972.
Motion made by Bud Reber seconded by Harvey Botz to retain $6500.00 from final
payment of construction project - 1970 Water System Improvemènt.
Treasurer Leo Sadlo presented the month¡Y financial report. Motion made by Bud
Reber seconded by Harvey Botz to pay bills as presented.
March regular meeting set for the 13th instead of the 9th.
Motion to adjourn made at 12:50 A.M.
