MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON THURSDAY, APRIL 6, 1972
- The Village Council of the Village of St. Joseph met in regular session on
I Thursday, April 6, 1972 with the following members present: Mayor George
Gustin; Councilmen, Herman Schneider, Roman Reber, Bud Reber, Harvey Botz;
Clerk, Bob Johnson; Attorney John Knapp. Also present were: East end annex-
ation residents regards hook up charges. Mayor Gustin indicated 8 cents per
sq ft has been tentative¡Y considered - no final conclusion has been reached -
burther study to be made in cooperation with planning commission. Hook up
charge may be on a per unit basis rather than a square foot basis. Some
persons stated they considered $600.00 an unreasonable charge for established
utilities.
Agenda:
1) Lawrence Fischer - regards establishement of street in rear of Hollerman,
Eisenschenk, Dierks and Fisher properties. Lack of acess to properties stated
as principal reason. Margaret Eisenschenk, :t-fr and 11rs. Ben Hollerman, Mr. and
Mrs Ralph Dierks were also present. Mr. Hollerman indicated he is not in
favor of street opening unless he received some payment for the approx 5200
sq ft. necessary for street dedication. He is the only property owner not
benefitting from the street.

1968 street easements examined. Not all property owners had signed the 1968

Lawrence Fisher agreed to pay costs of appraisal fee for Hollerman portion
of land in question. Further study to be made at May 4 council meeting.
Agenda No.2:
Lionell Johnson NSP representative, regarding power and light services -
(underground) for Eastern Park Addition ($5.05 per unit per month underground)
($3.95 above ground) 4 - 7000 lu~en - 175 watt street lights to be installed
underground as initial installations.
Mike LOBo and Bill Lowell, representatives of fire department were pr.esent¡
Fire Chief Loso questioned councils position regards fire school. Cost factors
of transportation etc. were examined. Concern of increasing costs and levy
limitations cited as one reason for reducing number of fire personell sent
to school to 2 men rather than 3, cited by 00uncilrnan Bud Reber. Question
of 12 units of protective clothing for dept requested recent¡y by Fire ehief
Loso. Request had been tabled. Letter from Municipalities regards protective
clothing requirements was presented by Mayor Gustin. 5ffJ, reported ful¡Y
equipped. Council invited to attend drills and meetings. Second Tuesday of
each month. Question of trRck purchase methods used for initial purchase
presented. Share sales and general obligation bond sale. Department hosting
regional fire school Dn Sept 10, 1972, reported by C ief Mike Loso.

to change a single - fimily dwelling into a two - fami¡Y dwelling. Motion
passed unanimously.
Engineers Bob Ericson and Joe Bettendorf presented sewer and water report I
on approx. 40 acres - Eastern Park and abutting areas. Cost estimates
were presented and examined. Old Highway 52 reported having reinforced concrete
($7.00 a sq yd removal cost estimate presented). Lift station will be
able to serve an additional 60 acres of future annexation. Attorney to
prepare easements. Storm sewer drainage and related problems were re-examined.
Eastern Park and surrounding annexed area - project bid opening scheduled
for 7:30 p.m. on May Ij; 1972 with hearing set for 8:30 p.m. on motion by
Harvey Botx seconded by Herman Schneider. Motion carried.
Motion made by Roman Reber seconded by Bud Reber to send notice of annexation
to Township, County and Municipal Commission. Motion carried. Property
owners to be notified on 3rd Ave. S. E. and Minnesota Street East.
Police reserve request for 4th of July police duty examined by council.
Motion made by Roman Reber seconded by Harvey Botz to approve police request.
Motion carried.
Chief Lorentz requested permission to attend refresher traffic law study on
first 5 days in May - eight hours per day.
Police school approved on motion by Bud Reber seconded by Harvey Bgtz. ÞIotion
carried.
Purchase of additional master plats approved by council. Use of village I
truck in re-cycling program approved on motion by Bud Reber seconded by
Harvey Botz to permit use of truck from Friday evening until Sat. at 6 p.m.
Motion carried.
Motion made by Roman Reber seconded by Herman Schmeider to approve $10 per
day for expenses of Police Chief Lorentz for attendance at Training Institute.
Motion carried.
Motion made by Bud Reber seconded by Harvey Botz to approve salary increase of
Treasurer Leo Sadlo to retroactive to Jan. 1, 1972, $40.00 per month.
Motion to pay bills was made by Roman Reber seconded by Harvey Botz. Motion carried.
Motion made by Roman Reber seconded by Bud Reber to approve tax assessed
value change for David Te~ley as recommended by village assessor.
Motion made by Bud Reber seconded by Harvey Botz to increase park building
rental fee to $15.00. Motion carried.
