JOSEPH, MINNESOTA MINUTES OF REGULAR VILLAGE COUNCIL lvÅ’ETING HELD ON THURSDAY MAY 4, 1972 The Village Council of the Village of St. Joseph met in regular session on , Thursday, May 4, 1972 with the following members present: Mayor George Gustin; Councilmen, Herman Schneider, Roman Reber, Bud Reber, Harvey Botz; Clerk Bob Johnson, Attorney John Knapp. Agenda items: 1) Lawrence Fischer, Mr. and Mrs. Ben Hollerman, Mr. and Mrs. Ralph Dierks, Mrs. Joseph Gohman were present regarding street opening. Mr. Hollerman reported his land surveyed by Mike Kuefler - 66' X 82.33') reduced by 1/3 appraised at $1,250. for land taken for street. rurveying to be paid by Mr. Fischer - $25.00. Copy of surveyor report placed on file. Question by Mrs. Joseph Gohman - liability for street improvement in future. Lot sizes and property lines were not fully determined at this time. Easement necessary from Mr. and Nrs.Joseph Gohman((and Mr. arttl Mrs. Ben Hollerman. Question of reducing street width considered to avoid necessary easements. Easements would be granted if no assessments were attached to properties in front for future street improvements. Cost estimates to be obtained and benefited properties to be listed. Engineer and Councilman Roman Reber to examine area and determine street width. Attorney to prepare sketch of benefited properties. Property owners to be notified after cost estimates and other pertinent information has been prepared. Tri-Cap youth work program (10 local youngsters) information presented by John Schroeder. Village to provide supervision~ Mayor Gustin to contact Tt:i-Cap for complet~ information. Cliff Grabinski, Park Refuse Service, received council expression of appreciation for provision of truck for Earth Day use. I Discussion of additional pickups (refuse) to be made after July 1, 1972. Grabinski submitteè new schedule of rates effective Aug. 1, 1972. Schedule on file. Minutes of April meetings were presented - Councilman Roman Reber presented report of special meeting held April 20, 1972. Approved as read. Engineer Joe Bettendorf, present regarding sewer and water installations for Eastern Park Addn. and abutting areas. Final plans were examined by council. Bid opening scheduled for May 15, 1972, 7 p.m. Drainage questions examined - culverts to be added along south road abutting new addition. Attorney and engineer to res~e 7th Ave S.E. street line question. Attorney reported PCA question regards approval for water and sewer line ex- tensions. Meeting to be arranged with PCA. Attorney Knapp presented information on Park Land purchase. Change in contract resulted from lack of incorporation by some of the clubs involved in agreement. Forfeiture clause required. Attorney to revise agreement. Motion was made by Herman Schneider seconded by Harvey Botz to authorize Mayor and Clerk to sign agreement with clubs listed; that in event park land is ever sold I money must b~ re-invested in park and recreation lands. House rental fee to be mailed to Park Fund, First State Bank. Interest payment of $83.00 to be forwarded to Chairman John Schroeder. 488 Trailer ordinance tabled for further studey. Claude Menzhuber present: regards El Paso Club street improvements - and parking area. He requested village P' cooperate in a blacktopping project on street side. Council to examine question Menzhuber to obtain cost factors. Council to meet in special session on Friday, May 12, 1972 at 7 p.m. Leo Sadlo, Asst. chief, presented request of Chief Mike Loso for approval of attendance of 3 men at Firemen's Convention on June 9 - 10 - 11 at Brainerd. Total cost $420.00. Motion made by Roman Reber seconded by Harvey Botz to approve request. Motion carried. Treasurer Leo Sadlo presented the monthly fund balance report. Township fire protection problems were re-examined by council. Motion made by Roman Reber seconded by Bud Reber to approve purchase óf; lawn mower. Motion carried. Motion made by Bud Reber seconded by Roman Reber to approve purchase of hoist. Motion carried. The names of summer 'work applicants were placed on file. Motion made by Roman Reber seconded by Bud Reber to approve permit request of Bell Telephone to provide underground service to Eastern Park Addn. Motion carried.
