MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON THURSDAY, JUNE 8, 1972
The Village Council of the Village of St. Joseph met in regular session on
Thursday, June 8, 1972 with the following members present: Mayor George I
Gustin~ Councilmen, Roman Reber, Bud Reber (Herman Schneider, Harvey Botz
on vacation) Clerk Bob Johnson and Attorney John Knapp. Also present were
engineers Joe Bettendorf and Don Overland.
Agenda: Willard Lorge - complaint relating to bright exterior lieht attached
to the Bell Telephone Co. Building across from his residence. Mr. Lorge
reported his discussion with Bell Tleephone. Light located on north side of
building - side door entrance. Front entrance lights are amber. Clerk to report
t. complaint to Bell Telephone upon council direction.
Cliff Grabinski - Park Refuse Service was also present. Dump closing discuss-
ion held. Added pickups - increased costs were reviewed. Village dump will
be closed on July 1, 1972 to all garbage and refuse disposition. After fill-
ing, the dump may be re-opened to accept leaves, branches, rocks and fill.
One additional refuse pickup will begin July 3 with 2 pickups thereafter: on
Monday and Thursday.
A motion was made by Roman Reber seconded by Bud Reber to attach a charge of
$1.00 per month to users of the service - the charge will appear on the July 1,
1972 to Oct 1, 1972 water and sewer billing.
Minutes of May meetings were approved as presented.
Mike Loso, fire chief was present and presented the first six months fire I
protection statement and information relating to both Village and Townships
of St. Joseph and St. Wendel. Clerk to forward copies to both Townships.
Motion made by Bud Reber seconded by Roman Reber to approve fire dept. pur-
chase of a tank preserver liquid. Motion carried.
Questions of additional uniforms for dept. reported under consideration.
Joe Bettendorf, Don Overland engineers, were present regarding Eastern Park
Addn. - water and sewer questions.
Street alighnment question examined - Birch and 2nd Ave N.W. abutting south-
side of El Paso Club. Area covers Birch St. between 1st and 2nd Ave. N. W.
Also staked was a possible street area north of Hwy 52 (Hollerman - Fisher
area) - engineer to provide plat indicating street lines. Engineers to
prepare a preliminary cost estimate for street opening. Water & sewer bid
opening date changed to June 22, 7 pm relating to Eastern Park Addn. and
abutting areas on motion by Roman Reber seconded by Bud Reber. Motion carried.
Public hearing set for 8 p.m. June 26, 1972. Additions. to plans and specs
made as recommended by engineer and Councilman Herman Schneider. (Alarm
system and portable generating unit.) After contract awarding and additions
must have council approval.
Stake placement in area abutting the Lodermeier Addn. was examined. Engineer I
to examine question and provide report. South side road question - reexamined -
incluàed in second annexation. Question of street assessment relating to
improvement examined. Cost estimates to be prepared.
Engineers to also prepare a storm sewer studey.
Dick Taufen - presented a maintenance report.

Park Board membership question examined - attorney reported State Statute ret
quires 3 members appointed by Mayor with approval by Council. Ordinance
requirement cited. Attorney to prepare a proposed ordinance for the next
I meeting.
Attorney presented ordinance No. 1972-C adopting the State Building Code
by Reference.
A motion was made by Bud Reber seconded by Roman Reber to adopt the State
Building Code by reference. Motion passed unanimously.
Attorney presented permanent voter registration ordinance proposal.
A motion was made by Roman Reber seconded by Bud Reber to adopt Ordinance No.
1972-B providing permanent voter registration in the Village of St. Joseph.
Motion passed unanimously.
Motion made by Roman Reber seconded by Bud Reber to send St. Wendel and
St. Joseph Township a notice of termination of fire protection contract effec-
tive July 15, 1972.
Chief Lorentz discussed need for bicycle registration and licensing with \
council. Tag and registration costs to be obtained.
Chief Lorentz suggusted village hire an additional police patrolman. Work
load examined and a discussion held by council.
Use of Park Shelter building for teen use dúring certain periods of time to be
I established by council.
Motion made by Roman Reber seconded by Bud Reber to pay bills as presented.
Recreation program discussed and evaluated.
Motion made by Roman Reber seconded by Bud Reber to approve a beer license
for parish use on 4th of July.
Motion made by Bud Reber seconded by Roman Reber to approve all on saM:" f~",-)"
liquor as per application and listed as follows: Midway Bar, El Paso Club and
Lanes, La Playette Lounge, Salls Cafe.
Motion carried unanimously.
