NINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON THURSDAY, AUGUST 10, 1972
The Village Council of the Village of St. Joseph met in regular session on I
Thursday, August 10, 1972 ~vith the following members present: Mayor George
Gustin; Councilmen; Herman Schneider, Roman Reber, Bud Reber and Harvey Botz;
Clerk Bob Johnson; Attorney John Knapp; Treasurer Leo Sadlo; Engineer Joe
Bettendorf. Also present were: Fire Chief ~like Loso, Albert Kuebelbeck.
'% Agenda: Ed Kremer - sewer cleaning problem - Mr. Kremer believed main (sewer
sanitary) was blocked. Objected to being billed for Sewer cleaning. Company
reported main was not blocked - problem lies in property line stub. Kremer
claims problem 65 feet from residence. Company reported no obstruction in
main. Council decided to exca~te to determine liability - village will pay
to correct problem if located in main - property owner to pay all costs if
problem exists between home and sewer main on motion by Rowan Reber seconded
by Bud Reber. Motion carried.
June meeting minutes and July meetings were presented. 110tion was made by Roman
Reber seconded by Herman Schneider to insert the following addition to minutes
of June 22, 1972 meeting to read as follows: approve a $25.00 allotment to
Kremer Lake treatment due to use by village as recreation swim program area.
Motion carried. All other minutes approved as presented
Mike Loso, fire chief, reported village to host Lake Region Fire School Sept 10,
1972 and requested closing of 1st Ave N.W. ~tinnesota to Ash Stree~ also
requested use of maintenance building during fire school. Loso also submitted
application for a beer license for that day.
Motion was made by Roman Reber seconded by Harvey Botz to approve above I
requests of Fire Chief. Motion carried.
Chief Loso reported protective clothing now a state requirement for all
fire personel~.
Joe Bettendorf, engineer, presented construction report - Eastern Park Addn.
and abutting areas. Presented project cost factors on water and sewer for
Eastern Park Addn.
Hook-up charge questions examined - hook up charge will be added to assessment
role. Total cost approximately $160,000 - ($157,000) (Bond discount sale)
Bonds to be issued - $160,000 - Attorney Knapp recommended sale of Bonds at
next regular meeting on Sept. 7, 1972 - Bond payment schedule presented by
attorney.
Motion was made by Harvey Botz seconded by Herman Schneider to open bond bids
on Sept. 7, 1972 at 8 p.m.
Engineer reported on lift station location questions -.preferred original

Painting projec~ on Fire Hall and filtration ~mined,paint analysis report
tIrJ presented by Engineer Bettendorf - paint on tank does not meet specs - sand- I
blasting and repainting necessary. Rust problem cited - tank floor reported
the most serious area - copy of paint report placed on file.
Dehumidifier operation question raised - lack of power initial reason for
failure of op~tion. Engineer and contractor to examine problem further for
proper solution.
Discussion held on auxiliary poli~ program - purchase of badges for auxi,liary

police tabled.
I The follo\iÌng names were submitted to serve on Park Board: Bill Lowell,
Mary Ann Krebsbach, Dave Keller, Herb Bechtold, Pete Gireux, James Stagner,
Mrs. Louis Merkling.
Treasurer presented his monthly fund balance report.
Police Dept operation examined and discussed by council.
Council discussed enforcement of curfew.
Motion made by Roman Reber seconded by Herman Schneider to appoint Mayor
George Gustin as police commissioner. Motion passed unanimously.
Motion made by Harvey Botz seconded by Roman Reber to pay bills as presented.
