VILLAGE OF ST. JOSEPH, HINNESOTA
HINUTES OF REGUMR VILLAGE COUNCIL l-Ĺ’ETING HELD ON THURSDAY SEPTEMBER 7, 1972
Present George Gustin Mayor - councilman Roman Reber, Schneider, Botz, Bud
Rber - Attorney John Knapp - Village engineer Joe Bettendorf and Treasurer I
Leo Sadlo. Absent Bob Johnson clerk.
Meeting called to order by Mayor Gustin.
Low bid on $160,000 Improvement Bond was awarded to Dain, Kalman and Quail at
the bid of 5.3303% interest.
Motion to accept low bid was made by Harvey Botz - second by Bud Reber -
Motion carried unanimously.
On the agenda:
Members of local organizations were present to discuss local park advisary
commitee. Those attending included: Iver Linnemann - American Legion,
Frand Lohner - Sno Joes, Mel Stueve - Leions, Mike Loso - Firemen, Ken Hiemenz-
Rod and Gun Club, B. Simon - V.F.W.
Speaker for the group Ken Hiemenz suggested an agreement whereby these local
fund raiser organizations be represented permantely on the park advisory
(:onunittee. Fßch organization to select one member.
Attorney Knapp was instructed to prepare such an agreement.
Hockey program: Louis Krebsbach reported $300 payment received from st. Joseph
Township for hockey rink. Players asked for shelter house at riw( and other I
repairs. Survey to be conducted and repairs to be made.
l,V'illard Gohman requested ordinance regulations on building sites.
Joe Bettendorf engineer reported lab test on filter plant water tank - paint
not according to specs. Survey to be sent to persons envolved - reported;
tank may be insulated.
Eastern Park Annex project progressing satisfactorily, requested partial payment
of $59,490.09 to contractor of water and sewer lines.
Petition to annex 3 acres No. of Hwy 52 was made by Harold Rothfork.
Motion to accept petition made by Botz second by Schneider - approved unanimously.
Ordinance # 1972-D extenè~ng village limits was approved on a motion by Bud
Reber second by Botz. 110tion carried unanimously.
Fire agreement ,dth St. Stephens was approved.
Motion by Schneider seconded þy Bud Reber to authorize Mayor Gustin to sign
agreement - motion carried unimously. One signed cipy by both parties to be
retained by parties envolved.
Police Chief Bill Lorentz asked legal opinions on Auxilary police force from I
Attorney Knapp.
Knapp to check on 24 hours parking ordinance with other cities.
Motion to purchase seven police badges for aux police was made by Botz second
be R. Reber - motion carried. .

Water and Sewer hook-up charge discussed on Schneider trailer park annex. i
Motion by Schneider seconded by Botz to base charge on area and trailer lot
I sizes. Motion carried.
Wages for Building and plumbing inspector discussed. Survey of other area
inspector salaries to be conducted.
Swimming program cost $1358 or $8.43 per student. Park shelter youth program
income $1267.15, salaries 741.60. Cash on hand $515.78
Planning cormnission to be instructed to contact officials of St. Bens on mutual
problems of both the village and the college.
Motion by Botz seconded by Bud Reber to instruct Planning Commission to that
effect - motion carried unanimously.
Treasurer report given by Leo Sadlo.
Motion to pay bills by Schneider seconded by Botz. Motion carried
