HomeMy WebLinkAbout1972 [10] Oct 06 502 Village of St. ~oseph, Minnesota MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON FRIDAY OCT 6, 1972 The Village Council of the Village of St. Joseph met in regular session on Friday Oct. 6, 1972 with the following members present: Mayor George Gustin, Councilmen; I Herman Schneider, Roman Reber, Bud Reber, and Harvey Bot.z; Clerk Bob Johnson, Attorney John Knapp, Treasurer Leo Sadlo. Also present were: County Commissioner Luvern Plantenberg, George Molus, Leander Zipp, Engineer Joe Bettendorf. Agenda: Lavern Plantenberg - reported on street examination (e weeks ago) . Intersection Minnesota and College Ave - County recommended 2 blocks reøair in both directions on Minnesota - State aid from College Ave. - county funds avail- able next spring - Municipal State aid funds exhausted to date. 49 feet - county share - estimate necessary to be submitted to county if village participates in project. Railroad crossing question: signal cost = i village - i county - ~ railroad, signal not considered total answer - location change of crossing most desirable. Recommendation from Planning Commission desirable. George Molus: requested street light on College between Ash and Birch Street cited heavy use by vehicle and pedestrian of area and poor lighting. Council to consider Molus request. Leander Zipp: question of new sewer and water assessment - hearing date to be set for Nov. 9, 1972 - 20 days after hearing to pay assessments without interest. Minutes of Sept meeting presented and approved as read. Joe Bettendorf, engineer - reported on East End water and sewer project - lift station question. Honer Addn homes cannot use sewer until lift station has been installed and operating. Completion date Nov 15 - may not be met due to contract- I or delay in ordering lift station. Water Filtration plant report: tank insulation question examined. Engineer suggested contractor complete project before winter - surety letter question examined - engineer to meet with contractor to set final date - determination to be made by next meeting. John Knapp: requested Nov 9 for assessment hearing. Motion made by Roman Reber seconded by Bud Reber to schedùle the hearing for Nov 9, 1972 at 7:30 p.m. in the village hall. Motion carried. Curfew ordinance material received by attorney from league. Police personnell to examine material. Attorney to prepare a 30 minute - 2 a.m.to 7 a.m. ordinance to prohibit oftstreet parking for snow revoval signs to be posted. * Ed Kremer sewer line report - roots entered at stub and property line also some 1 penetration in stub - council to invite Kremer to next m~eting to discuss problem. Third Ave S.E - $600.00 hookup - assessment deferred or additional hook-up charge. (4 residences) attorney to examine figures or cost factors on addit- ional hook-up charge. Louie Krebsbach: Hockey program report- boards repainted - area surveyed and lev- I eled. Warming house estimate - $625.00 Great Plains Sipp1y - cost could be reduced to $550.00 (12 X 14 X X 8) for materials only. 503 Motion has been made by Herman Schneider seconded by Harvey Botz to approve construction of warming house not to exceed $550.00. Motion carried. I John Kierzeä: plant operation report- problem material cited. Valve problem also reported at plant. Further examination to be made by Herman Schneider and Kierzek. No. 1 pump house roof leak reported. Dick Taufen: Bad spot at Post Office alley reported to be corrected - Water connection question to East End Addition'- notice necessary for water shut off- village to provide meters for East End addition. Water problem at Wilfred Taufen corner reported. Tool need cited. Building permit report presented for July August Sept total of 17 permits. Building Inspector salary survey presented - average 50% of permit with maximum of $50.00. Motion made by Bud Reber seconded by Harvey Botz to approve payment of 50% of fee with maximum of $50.00. Motion carried. Motion made by Bud Reber seconded by Harvey Botz to approve 50% of permit fees for water and sewer inspection. Motion carried. Motion made by Her-man Schneider seconded by Harvey Botz to pay bills as presented. Motion made by Harvey Botz seconded by Bud Reber tonnotivy NSP to install street light on College between Ash and Birch Street. Motion carried.
