MINUTES OF PUBLIC HEARING AND REGULAR VILLAGE COUNCIL MEETING HELD ON THURSDAY NOV. tf), 1972
The Village Council of the Village of St. Joseph met on Thursday, November 9, 1972
at 7:30 p.m. to conduct a public hearing for Eastern Park Addition and adjoining I
areas on water and sewer assessments relating to Project No. 71-626 - the 1972
Water and Sewer Improvements. The following members were present: Mayor George
Gustin; Councilmen, Herman Schneider, Roman Reber, Bud Reber; Clerk Bob Johnson;
Attorney John Knapp and Engineer Joe Bettendorf. Absent - Councilman Harvey Botz.
Also present were 10 East End residents.
Attorney John Knapp conducted hearing on speaial assessments. Discussion of
project and assessments was held with the following conclusions reached: The
Hook-up charge of $600.00 per lot is to be separated from Water and Sewer assess-
ments. Water and Sewer assessment must be certified to county auditor after Dec. 1,
1972. Hook-up charge to paid in full or certified to auditor when hook-up is made.
Deadline for certification of hook-up charges will be after Dee 1.. 1973 allowing
residents a full year to complete hook-up to water and sewer.
The following persons reported restoration problems: Gerald Derr, Harold Pfannen-
stein, Ken Hiemenz, Ed Hoffman, Arnold Eveslage and Leander Zipp.
A motion was made by Roman Reber seconded by Bud Reber to approve the water and
sewer assessment role. Motion carried unanimously.
A motion to adjourn hearing was made at 9:55 p.m.
The regular council meeting was opened by Mayor Gustin at 9:56 p.m.
Mike Loso, fire Chief, presented a fire dept. report. Fire insurance ins pecti on I
reported scheduled for Nov 13, 1972 by Chief Loso. Chief Loso also submitted
specs for a motorized grass fire control unit for council study. Specs and all
information relation to fire unit were placed on file. The application of Matt
Gillitzer for dept. membership was presented. A motion was made by Herman
Schneider seconded by Bud Reber to approve Gillitzer application. Motion carried.
Engineer Joe Bettendorf and Bill Gohman presented a report on fire hall and fil-
tration plant project. Plant meter reported inaccurate. Council to request
replacement to insure accurate registration. Tank painting problem to be re-
examined - council members and engineer to examine Sauk Centre installation for
possible application of urethane foam for tank insulation. Leaking problem
around vents to be corrected by contractor. Lowering of heaters for proper heat
distribution to be fully explored and required if necessary.
Engineer Bettendorf presented Partial estimate No.4 on Project No. 71-626 pay-
able to Molitor Excavating. An examination of work completiQn schedule was made.
Restoration problems were cited and examined.
Estimates on bituminous improvement on two blocks of Minnßsota Street and two
blocks of College Ave were examined and returned to engineer for changes prior
to final acceptance for submission to county.
The Village traffic ordinance is to be examined and revised by Attorney John Knapp.
Traffic control problems were reported and examined.

A motion was made by Bud Reber seconded by Roman Reber to approve payment of t
police reserve members at 9<80 per hour for number of hours authorized by council.
Motion carried.

Mayor Gustin presented the resignation of Councilman Harvey Botz. A motion was
made by Roman Reber seconded by Herman Schneider to accept the resignation.
Motion carried. Mr. Botz listed increased job and business committments as the
I reason for his resignation at this time. He also expressed his appreciation for
the cooperation and opportunity extended him by members.
Treasurer Leo Sadlo presented a monthly report of fund balances.
A brief discussion of preliminary tax levy revenue sharing, levy limitation,
change in determining assessed valuations and related subjects was held. A
special tax levy meeting has been scheduled for Nov 20, 7:30 p.m.
Police Chief Lorentz reported police reserve training course to be held at
Vocational 2 nights a week during January. A motion was made by Roman Reber
se40nded by Herman Schneider to approve attendance of 10 men at police training
course. Motion carried.
. Election canvass completed and approved on a motion by Bud Reber seconded by
Herman Schneider. Motion carried.
A motion was made by Roman Reber seconded by Bud Reber to pay bills as presented.
Motion carried.
Motion to adjourn was made at 1:30 a.m.
