JOSEPH, MINNESOTA MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON THURSDAY DECEMBER 7, 1972 The Village Council of the Village of St. Joseph met in regular session on Thursday, Dec ( I 1972 with the following members present: Mayor George Gustin; Councilmen; Herman Schneider, Roman Reber, Bud Reber; Clerk Bob John;son; Attorney John Knapp. A motion was made by Roman Reber seconded by Herman Schneider to appoint Hugo Weyrens to the councilman position vacancy. Motion carried unanimously, Mr. Weyrens assumed the chair of councilman after taking the oath of office. Mike Loso, fire chief, presented the second half fire report for 1972. Town- ship cmpies included. A motion was presented by Roman Reber seconded by Herman Schneider to accept fire report for payment. Tony Feneis presented parking problem at alley abutting his residence on Minn- esota Street. Signs - no parking here to alley to be installed. Cubb installation to be cons~dered in spring. Engineer Joe Bettendorf presented a report on water problem on Scherer - Pfàueger property. Engineer reported Molitor to submit report of sewer and water connections made to date to attorney and clerk. Water problem cited in area relating to lift station installation. Station to be anchored to concrete slabeto eliminate possibility of shift. Partial estimate No 5 presented by Engineer Bettendorf for council examination I and approval. Attorney advised amending Sewer ordinance No. 57 to include fines and penalties for failure to secure permits and allow inspections required. Engineer report on fire hall and filtration plant heaters to be lowered - tank to be insulated - new meter inaccurate - check to be made on other possibilities for 8 inch line metering. Dehumidifier to be removed by Gohman. Village ~ County seal-coat project estimate presented by engineer - resolution of county participation placed on file. Letter from District Highway engineer presented relating to safety improvements scheduled in 1973 on Highway 52 in and near St. Joseph. John Schroeder presented a verbal financial report on Park Land project: $4500. paid to St. Benedicts, $1000 in savings @ 5%, $37.00 in cheeking account. Park land house rent ($25.00) paid directly to bank. Treasurer Leo Sadlo presented the monthly fund balance report. Hoo~up charges for newly annexed residences on 3rd Ave. S.E. discussed and examined. A motion was made by Bud Reber seconded by Herman Schneider to establish the same assessment and hook-up charges as Eastern Park Addn. and abutting areas for the following: Bill Lowell, Gunnar Johnson, Leander Winter. Motion carried. I Ordinance No. 1972m- E presented by Attorney annezing the Harold Rothfork property north of Highway 52 - 3.2 acres. A motion was made by Herman Schneider seoonded by Bud Reber to approve ordinance No. 1972 - E. Motion carried. 508 Attorney presented amendment to Ordinance No. 58 hgihway regulations in village for council study. St. Joseph Township board members were present: David Thralow, Fred Reber, I Del Terwey, Norb Eickmeier - Township fire protection question: Fire study con- ducted by state reported may possibly lower rating fDom 8 to 7. Question of new contract examined. Payments to be made in Feb. - Aug. by St. Joseph Township. Amoumt of $3600 established for 1973. Request for reduction of dump cost share from 6Cf1, to 50% submitted by township. Council to consider request. Terms of Ollie Lesnick and John Redmond on Planning Commission expire Jan 1, 1973 - Planning commission to submit recommendations. Speed of snowmobile use in village cited. Motion made by Roman Reber seconded by Hugo Weyrens to establish fund called Fire Protection Fund keeping separate accountibily of farm fund for village records only. Motion made by Herman Schneider seconded by Roman Reber to dispense with minutes of previous council meeting. Motion made by Roman Reber seconded by Hugo Weyrens to approve the following Beer and Cig applications for 1973: Midway Bar, Legion, Graffiti Inc., VFW Club, La. Playette, El Paso, Salts Cafe, Frisky Baits, Loso's Store, Linnemanns Store, St. Joseph Meat Mkt., Stueve's Garage, St. Benedict's College. Motion made by Herman Schneider seconded by Bud Reber to pay bills as presented I Motion made by Roman Reber seconded by Bud Reber to transfer $1953.98 from general revenue to Street Maintenance fund to pay back warrant No 5538.
