VILLAGE OF ST. JOSEPH
MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON THURSDAY, JANUARY 10, 1974
The Village Council of the Village of St. Joseph met in regular session on
I Thursday, Jan. 10, 1974 with the following members present: Acting Mayor Herman
Schneider; Councilmen, Roman Reber, Bud Reber, Hugo Weyrens; Clerk Bob Johnson;
Attorney John Knapp; Engineer Joe Bettendorf. Also present were: Mayor elect
Harry J. Knevel. Meeting opened by Herman Schneider.
The oath of office was administered to Mayor elect Harry J. Knevel. Following
signing of the elected official document, Mayor Knevel assumed the chair.
December minutes presented and approved as presented.
Joe Bettendorf, engineer presented several engineering reports: water analysis;
sewerage plant operation - 46% of capacity at this time.
Metro Sanitary District plan discussed and examined.
Report on updating of plant presented by engineer, project on a partial federal
funding basis. Phosphate removal basic design feature. Engineer to provide new
design report on treatment plant modivications for next regular meeting on Feb. 7, 1974.
Water Main Extension project to Loso's 7th Addn. report: System good - leaks if
pre gent are small, will not be repairable until spring. Hydrants reported OK -
final testing to be made in spring by engineer - suggested fire dept employ a use
check.
Engineer also presented report on El Paso bitimous project. No records available
I on project.
Motion was made by Bud Reber seconded by Hugo Weyrens to reject invoice of J.F.
Donovan for bitumous surfacing in El Paso area, due to the lack of prior approval
by council and absence of village engineering reports before construction on
project dated 1972. Motion passed unanimously. Clerk to notify.
Village - County street surfacing project reported set for spring start.
Grades reset on Hollow Park project - new plat presented.
Leo Sadlo, treasurer, presented the monthly fund report. Treasurer bond presented
for council signitures.
John Knapp, attorney presented information pertaining to Honer Homes Inc. relating
to bond requirements for street surfacing in Eastern Park Addn. Leter from Zapp
National Bank and letter to L. W. PlantenQerg Senior Loan Examiner for Veterans
Adminsistration.
Motion made by Herman Schneider seconded by Bud Reber to approve registration and
lodging for attorney attendance at Attorney Conference of League of Municipalities.
Motion carried.
A motion was made by Bud Reber seconded by Roman Reber. that city hold biannial *
I election on even numbered years and extend council and mayor terms to coincide.
Motion carried. Councilman Bud Reber term extended 2 years - Councilman Herman
Schneider term extended one year.

Meeting set for Feb 11" 1974, St. Wenð.cl and St. Joseph Township officials, St.
Benedicts to be invited. Meeting to be scheduled with St. Benedicts Jan. 28, 1974
at 7:30 p.m. at St. Benedicts. Sister Clyde -to confirm meeting by phone to I
Harry J. Knevel.
Attorney Knapp reported on liquor violation. Complaint has been filed.
Motion made by Herman Schneider seconded by Bud Reber to direct police chief to
pick up Eric Dierkhising liquor license.
Motion made by Hugo Weyrens seconded by Roman Reber to request all intoxicating
and non-intoxicating liquor licencees to a special meeting on Jan 24, 1974 at
7:30 p.m. City Hall. Motion carried. Clerk to send letter.
Dick Taufen - discussion of outside meter reading installation held - further
information to be obtained.
Motion made by Roman Reber seconded by Hugo Weyrens to approve attendance at
water school at Vocational for Dick Taufen and John Kierzek. Motion carried.
Motion made by Hugo Weyrens seconded by Bud Reber to request State Highway Dept to
contact Police Chief for placement of signs.
Motion made by Roman Reber seconded by Bud Reber to approve permit application of
Bell Tleephone to install underground cable. (From COllege Ave on Minn. Street to
Motion carried. 7th Ave. S.E.)
A motion was made by Roman Reber seconded by Bud Reber to approve the following II
appointments for 1974: Acting Mayor, Herman Schneider; Health Board, Dr. Baumgartner,
Hugo Weyrens, Bud Reber; Council Representative on Planning Commission, Roman Reber;
Fire Chief, Mike Loso; Ass't Chief, Bill Wasner; Village Depository, First State Bank;
Official newspaper, Stearns Mo rison Enterprise; Weed Control Commissioner, Mayor
Harry J. Knevel; Asst. Weed Commissioner, Bill Lorentz, Police Chief. Motion carried
Motion made by Roman Reber seconded by Hugo Weyrens to pay bills as presented
Motion carried.
(Equipment supplies, reservists salary out of Police Fund).
Request for alert machine presented by Police Chief Bill Lorentz - aid to detect
intoxication.
