MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON WED1iESD~, JANUARY 16, 1974
The city council met in special session on Wed. Jan 16, 1974 with the following
I members present: Mayor Harry J. Knevel,; Councilmen, Herman Schneider, Roman Reber ~fl1t(
Hugo Weyrens,; Clerk Bob Johnson and Attorney John Knapp. Also present were /
Planning Consultant Dick Fredlund, Asso. of Nason, Wehrman, Chapman and Associates.
St. Joseph Planning Commission members, st. Joseph Township officials; Attorney
John Pattison, Ken Hopke, Stearns County Planner. Township officials: Norb
Eikmeier presented question of platting in Township - indicated township considering
going to 40,000 sq ft per lot. Reported requests for platting approx. 400 acres.
Two mile limit question explored: Attorney Knapp indicated question of law vague -
believed township adoption of zoning ordinances would have precedence. Attorney
Pattison: felt sub-dividing controlled by sub-division regulations.
Ken Hopke: County Planner, reported several plats pending south-east of St. Joseph.
Plats would be referral to government unit within proximity of 2 miles.
St. Joseph Township reported considering one acre size - Township has 15,000 sq. ft
minimum at present.
Incorporation - consolidation - orderly ~nexation were methods available according
to Planning Consultant, Fredlund. Sewer service need cited as direction for
annexation - 5 year growth period control by both groups mutually agreed upon
as desirable.
Urban sprawl costly venture - southwest St. Cloud area cited by Pattison. Township
and city advised to establish some growth policy.
I Expansion of business area examined.
Fredlund referred to another community in which no platting is permitted without
availability of sewer service. Fredlund suggested eliminating scattered development.
1 acre - for later splitting considered not desirable.
Critical areas question - basically 1-94 - State Planning Agency reportedly would
provide assistance.
The question of establishing a Joint Planning Commission engaging professional
aid as required was explored.
County reaction Ken Hopke: "developing of joint commission to advise would be
excellent method". "County would be willing to assist when invited or requested."
Possibility posed of considering a moritorium in Towhship u~til Joint plan has
been formulated.
Attorney indicated there is no law to his knowledge regarding a time limit on
approving plats. Legal basis for organization to be eXplored - both attorneys
to examine question and make determination.
