JOSEPH, MI~~ESOTA MINUTES OF SPECIAL CITY COUNCIL fÆEETING HELD ON THRUSDAY JAlfU_~Y 24, 1974 The City Council of the Cily of St. Joseph met in special session on Thursday, January 24, 1974 at 7:30 with the following members present: Mayor Harry Knevel; I Councilmen r:",rman Schneider, Roman Reber, Bud Reber and Hugo Weyrens; Clerk Bob Johnson. Also present were: Police Chief Lorentz, Licensees - Reuben Wiener, Carole Menzhuber, Claude Menzhuber, Mr. and Mrs. Del Horsch, Dale Schneider, Dave Hokenson, Harvey Botz, Elmer Tresco. Mayor welcomed licensees to meeting to examine liquor questions and operation in the city. Chief Lorentz presented a summary and review of liquor laws and ordinance, closing problems cited. Solutions examined. Animals and pets not permitted in establishments a State requirement was cited, Ordinance No 62. confirms licensee responsibility for business operation. Dealers and council pledged continued cooperation. Meeting with licensès was adjourned at this point. Council continued special meeting to conduct the following business: Report on Joint Township - City planning commission - possible through joint powers. Both attorneys to prepare documents for next regular meeting. Fire protection meeting set for Monday Jan. 28, 1974 at 7:30 p.m. with St. Benedicts. Safety commission establishment procedures - contact to be made ~dth League of II Municipalities for additional information. Metro sewer district information examined. Further study to be made. Report on Stearns Municipal League presented by Mayor. Motion made by Herman Schneider seconded by Hugo Weyrens to approve payment of $5.00 annual dues for membership on Stearns County Municipal League. Motion carried. (Payable at Feb. 19, 1974 at PaYfiesville). Solid waste disposal for spring on next meeting agenda. Agenda questions - two meeting program examined. Methods of providing information to residents discussed. Motion made by Herman Schneider seconded by Bud Reber to approve bldg permit of Norseland for a 20 x 100'! addition. Motion approved. Dog catcher - question examined - Motion made by Hugo ~eyrens to appoint Ray Bech- . told as City Dog catcher for a fee $3.00 per hour plus 15¢ per mile seconded by Bud Re ber. Motion carried. Ordinance changes to be made after study. Motion made by Bud Reber seconded by Hugo Weyrens to approve annexation of newly acquired park land area.
