JOSEPH HELD THURSDAY, FEBRUÞ~Y 7, 1974 The City Council of the City of St. Joseph met in regular session on Thursday, Feb. I 7, 1974 with the following members present: Mayor Harry J. Knevel, Councilmen, Herman Schneider, Roman Reber, Bud Reber, Hugo Weyrens; Clerk Bob Johnson; Attorney John Knapp; Engineer Joe Bettendorf. Also present were: Attorney Dale Mossey, Mark Zimmer, James, Landwehr. Agenda: Liquor applications (Zimmer) - La Playette Inc. - applications· submitted and all necessary question posed - corporation has MirL~esota office. Secretary Mark Zimmer indicated he would establish residence within 90 days. Both attorneys agreed on interpretation of corporation requirement as stated in State Statute - residence office of corporation fulfills requirement. Motion wqs made by Herman Schneider seconded by Hugo Weyrens to approve liquor license applications of La Playette Inc. - Mark ZimÆer, secretary; Ronald Zimmer, President, Jill Zimmer, Vice President. Motion carried unanimously. Pat Zahler a scout representatives were present: reported acquisition of B. N. Depot need for area for building placement. Scout use - storage etc. Disposal Plant area mentioned by Zahler as desirable - 30 X 48"6" building size. B.N. requested 30 days notification of acceptance of structure. Need for storage and meeting place cited. Building reported in excellent condition. Repair and maintenance requirements - city resposnibility stated by Brummer. Question of legal contract matter to be explored and resolved. Cost of moving and footings compared to new building question - lease or formal agreement question mentioned. Motion was made by Bud Reber seconded by Hugo Weyrens to provide property for site II of present B. N Depot. Establish~ent of final agreement between council ffiîd scouting organization through its scout unit commissioner will be completed after building placement. Motion carried. , Gene Pfannenstein present: regards traffic t~cket received during recent snow fall 7:50 a.m. ticket - 8:15 left for work - no interference \~th snow plowing - reported vehicle in College area received no ticket as late as p.m. - Question of ordinance intent - question of towing out cars. Council to take matter under consideration and notify claimant within 48 hours. Fire Chief Mike Loso was present - need for 2 extinguishers cited - ABC type - $60.00 each, face piece for air pack (35.00) gas detection device (155.00 to 170.00) mini air pack used by person in charge to examine structure on fire for first, appraisal (360.00) - 2 complete uniforms (200.00). Motion made by Roman Reber seconded by Bud Reber to approve purchase of above equip- ment as requested. Motion carried. Mutual aid agreement: Central Minnesota Fire Departments meeting set for Feb. 22, 1974. Agreement to be examined. (Call townships on fire meeting) Treasurer Leo Sadlo presented a monthly fu~d report. Engineer Bettendorf presented specs on county - city street resurfacing project - Minnesota street and College Ave. scheduled for spring. Critical areas examined I regards drainage parking, etc. Motion made by Herman Schneider seconded by Hugo Weyrens to request county to resurface entire Minnesota Street as per agreement. Treatment plant modification report presented. Preliminary report to PCA scheduled for April 1974. Plans and specs - midwtunmer construction in 1975. ï ~. -. -- 555 Attorney to send commlmication to Senetor Schrom and Representative Bernie Brinkman indicating city does not object to Metro Sewer District concept but does object to present proposal prepared by Metro Sewer to legislture considera- I tion Qnd pass at this time. Special cou~cil meeting on Feb 21, 1974. Attorney reported on Joint Planning Commission plQns - legal question resolved - Attorney Knapp to prepare proposal. FHA agreement on Honer Eastern Park project attorney recommended signing. Motion made by Bud Reber seconded by Herman Schneider to authorize Mayor and Clerk to sign FHA escrow agreement for proposed improvements to be made by Honer Homes Inc. in Eastern Park Add. Motion carried. Attorney to notify county planner on Register of Deeds failure to notify city prior to registering new plats on subdivision vrithin 2 mile limit. Snow removal ordinance to be reviewed. Motion made by Bud Reber seconded by Hugo Weyrens to notify Gene PfQnnenstein that cou~cil has no jurisdiction over cancellation of tra·?fic violation ticket. Motion carried. Motion made by Herman Sc~neider seconded by Hugo Weyrens to accept assessor request for salary increase under consideration for action at March regular meeting. 11 Letter from head of Stearns League of Municipalities - regards disposition of fines by county court system - urging mayors to write lEgislators. ,ptopm ,ade bu Bud Reber seconded by Roman Reber that Mayor contact local legislators regards matter in question.
