MINUTES OF SPECIAL CITY COm~CIL ~{8ETING HELD ON THURSDAY, FEBRU.~Y 21, 1974
The City Council of the City of St. Joseph met in special session on Thursday, I
Feb 21, 1974 with the following members present: Mayor Harry J. Knevel;
Cov~cilman Herman Schneider, Roman Reber, Bud Reber, Hugo Weyrens; Clerk Bob
Johnson; Attorney John Knapp; Engineer Joe Bettendorf. Also present were:
Gale Eastwood, Metro Sewer District, project engineer.
Meeting opened by Mayor Knevel at 7:30 p.m. Jan 10, 1974 minutes approved as
presented.
Joe Bettendorf, city engineer and Gale Eastwood, Metro District engineer
were present: Eastwood presented his relationship to Metro Sewer District -
Bettendorf re~orted on local plant ~nd updating.
Engineer Eastwood presented a complete engineering report on the Metro Sewer
Project and ~nswered cou~cil questions relating to sewer studies and construction
data.
Mayor Kuevel expressed the councils' appreciation to engineer Eastwood for
providing Metro Sewer information.
Motion made by Roman Reber seconded by Herman Schneider to send letter to
County Engineer Luke Ahles relating to overlay street resurfacing. Motion
carried.
Fire protection proposal information reviewed and examined. Establishment
of fire district legal questions explored. I
January cOQncil meeting minutes presented and approved. February meeting
minutes approved as presented.
Report on Stearns I'I'iunicipal League meeting presented by Mayor Knevel. Minutes
and report on file.
Motion was made by Bud Reber seconded by Hugo Weyrens to pay additional dues
of $20.00 to Stearns Municipal League.
Annexation of park property and areas of city in plant area - Jones property
were c~amined - attorney to prepare petitions.
Highway flasher reported in place. Chief Lorentz to provide report on accident
destroying original flasher.
Planning Commission report - commission recommended appointment of a board
to study business district changes; beautification of. city etc. Further study
to be made.
Report on Joint Planning Commission presented by Attorney John Knapp.
Motion made by HermQn Schneider seconded by Bud Reber to share equally vvith
township all benefits and costs of Joint Pl~Qning venture. Motion carried.
Joint Planning Commission of city and tovmship preliminary draft to be prepared -=-
by attorney for next meeting of both officials of towfiship ~nd city. -~
Motion made by Herman Schneider seconded by Roman Reber to purchase breath
\ analyzer "alert" at approx. $250.00 cost to city on a parttal federal funding
basis - total cost approx $500.00. Herman Schneider vot~d for the motion,
\ Harr~ J. &:nevel voted for the motion - no other votes we~ cast. Motion
was asse.

Camera for police department request tabled for further study along vrith pro-
tective screen for police car.
I Motion made by Roman Reber seconded by Hugo Weyrens to approve attendance at
Training Institute for Chief Lorentz - cost $50.00.
Dog ordin~nce revision tabled for next meeting.
Snow removal ordinance tabled for further study.
Motion made by Bud Reber seconded by Herman Schneider to adjourn at 11:10 p.m.
