JOSEPH, MINEESOTA MI~ruTES OF REGULAR CITY COUĹ’JCIL ~ÆEETING HELD ON THURSDAY, f~ARCH 7, 1974 The City Council of the City of St. Joseph met in regular se3~ion on Thursday, March 7, 1974 \~th the following members present: Mayor Harry J. Knevel; I Councilmen, Herman Scß'1.eider, Roman Reber, Bud Reber, Hugo We~d~ens; í'18rk Bob Johnson; Attorney John Knapp; Engineer Joe Bettendorf. Meeting opened by Acting Mayor Herman Schneider in absence of Mayor Harry J. KneveJ.. Hub Klein first on agenda regards Hollow Park project. Street grading and project start question. Estimates to be completed by April 1 reported by Joe Bettendorf. OVIDer reported to be ~IT. and Mrs. Terry Schmidt and Mr. ~nd Mrs. Hub Klein. Discussion held on concession st~'1.d at ball park. Boosters reported willing to contribute to replacement. Pat Schneider also present representing base- ball team. Concession building construction question to be studied. Pat Schneider indicated 8~ interest in st~ervising a summer rec program. Presently making a survey of needs. Norsel~nd Woodcraft Products - Ralph M~"lning - expansion plans discussed. Question of mtmicipal industrial bonds to provide l~nd development - site for expansion project. Advised to contact financial institution írillLng to sell bonds. Further discussion to be held in area in question. Fire Chief Mike Loso presented the application of Joe Prom for membership in fire Dep t . Motion ~~s made by Hugo We~~ens seconded by Bud Reber to approve application. Motion carried. I Leo Sadlo presented monthly report. Mayor Harry J. Knevel arrived at 9:20 p.m. and assumed chair. Engineer to prepare bid ads and publish bid opening set for April 4, 1974 at 7 p.m. approved on motion by Herm~'1. Schneider seconded by Hugo Weyrens Motion carried $21,282 construction - county ~~5,535 construction village 4,256 20% engineer - contingency 10% 1,384 20% engineer - contingency 10% 25,538 cotmty share 1,064 5% add continagency 7,983 village share $10,178 construction - widening 24' to gutter on cOü~ty project 1,018 500 11,696 Reischel plat examined by council. Miller 10 acre pl~t also examined. Hugo Weyrcns made a motion to submit both plats to engineering firm for further study seconded by Bud Reber. Motion carried. Study to be presented by March 2l. Bill Jones, trailer court OWDer , formerly Salls Trailer Court, submitted petition for annexation of the following described property: Lots 3,4,5,6, I 7,8,9 that part of lot 10 lying outside of limits; parts of Schneider's Addition to the City of st. Joseph. Publications to be made and notices to be prepared - approx. 75 days required - June 1, 1974. Copy of annexation and information pertinent to be submitted to Planning Commission. Motion made by Bud Reber seconded by Hugo Weyrens to approve amendments of Dog Ordinanc e . Motion carried. 559 Employee salary question tabled to next meeting. I Joint Planning question - City and TO'fffiShip tabled for next meeting. Motion made by Bud Reber seconded by Roman Reber to purchase (20.00 - $25.00) used pipe. Motion carried. Clerk to send letter to Public Service Commission on request motion by Hugo Weyrens seconded by Herman Schneider. Motion carried. Report on DWI clinic established by county reported by Knapp. County requested city recommend cases to clinic. Motion made by Roman Reber seconded by Herman Schneider to approve attendance of John Kierzek and Dick Taufen at Water and Wastewater Treatment schools in Mp1s. Motion carried. Bills approved for payment on motion by Bud Reber seconded by Hugo Weyrens. Motion carried. r ~ Motion was made by Herman Schneider seconded by Hugo Weyrens to increase~~ to $40.00 per month effective May 1, 1974. Motion carried. Motion to adjourn made at 12:30 a.m. Motion carried.
