JOSEPH, MIßrnESOTA MINUTES OF SPECIAL CITY COUNCIL 1ŒETING HELD ON THURSDAY ~ßRCH 21, 1974 The City Council of the City of St. Joseph met in special session on March 21, 1974 at 7:30 p.m. ~~th the follo\~ng members present: Mayor Harry J. Knevel; Council- men, Herman Schneider, Roman Reber, Bud Reber, Hugo Weyrens; Clerk Bob Johnson; I Attorney John Knapp. Mayor presented resignation of Civil Defense Director Roman Zvmck- resignation tabled for council action at next regular meeting. A motion was made by Herman Schneider seconded by Bud Reber to approve purchase of 100 remote water meter reading u~its. Motion carried. Motion made by Hugo Weyrens seconded by Roman Reber to submit application for burning permit - April 1 to October 31 from Cou~ty Planning Agency - Ken Hopke director. Motion passed. Motion made by Hugo Weyrens seconded by Roman Reber to authorize clerk to engage Mr. Dan Nierengarten as burning control supervisor. Motion carried. Planning Commission members present were Chairman Ben Kremer, Mrs. R.W. Kelly, Greg Felt. Discussion relating to Trailer Court addition annexation held. Bill Jones has submitted petition for ~~exation. Petitions relating to trailer part( and city property in area to be prepared for publication. Copies of petition notices to be mailed to township, county auditor and municipal commission. Mr. David director of local government study assistance, St. Johns University presented information relating to services and programs available from his office. II Some of the programs and services available were listed as follows: (1) zoning (2) Policy development, approach to goals and objectives (3) Land use planning - cause 8~d effect - relating to physical characteristics of land ~4) Cost of services 5) Managing growth (6) Cooperation - intergovernmental (7) Decision making styles (8) Group dynamics - teamwork, (9) Workshop program operation The council expressed an interest in a workshop program to be scheduled at a furture date. Attorney Knapp presented Joint Planning Resolution confiœment of Joint Planning to sections 1 through 24 in St. Joseph Township - recommended by Joint Planning Commission. Attorney Knapp to prepare amended copies. Motion made by Hugo Weyrens seconded by Herman Sc~neider to .refer both Miller and Reischel plats, preliminary plat, Pine Grove, submitted by Miller Built, Inc. P. O. Box 1228, St. Cloud, located in Sec. 11, Township 124, Range 29. Preliminary plat, Reischl's Hilside Estates submitted by I~. and Mrs. Robert S. Reischl, Rt. 1, St. Joseph, located in Sec 15, Township 124, Range 29, back to City Planning Commission for further review for the follovring reasons: (copy on file). Motion carrieQ. I Motion was made by Roman Reber seconded by Bud Reber to approve agreement between City and Stearns Cou~ty relating to street re-surfacing project No. 72 - 384. Motion carried. 561 ~ Motion was made by R0man Reber seconded by Hugo Weyrens to adopt the following resolution calling for a special State census to establish city population at the present date: I \VHEREAS, annexations, grovnh patterns College enrollment ~~d other pertinent conditions have occurred or exist in the City of St. Joseph. AND VlliEREAS, levy limitations, aids and apportionments and postal services are related to population. AND \VHEREAS, it appears that such special census would be in the best interests of the City of St. Joseph. NOW THEREFORE, be it resolved that the governing body of the City of St. Joseph, Stearns County, Minnesota, requests the Secretary of State to isaue ~n order for a special census; and approv the appointment of Richard A. Schroeder as supervisor of census. Adopted by the City Council of the City of St. Joseph this 21st day of March 1974 by a u~animous vote. Fire protection meeting question explored meetings to be set up in near furture. A motion was made by Bud Reber seconded by Hugo Weyrens to approve summer s\~m program at the College of St. Benedicts pool. Motion carried. Motion to adjourn made at 12:25 A.M. ~.f~ Harry J.
