CITY OF ST. JOSEPH, MINNESOTA
MINUTES OF REGULAR CITY COUNCIL MEETING HELD ON THURSDAY, APRIL 4, 1974
The City Council of the City of St. Joseph met in regular session on Thursday, April
4, 1974 at 7 p.m. with the following members present: Mayor Harry J. Knevel; Councilmen,
lIepnan Schneider, Roman Reber, Bud Reber, Hngo Weyrens; Clerk Bob Johnson,. Engineer Fredll
Kl~eil, Milner Carley representatives. Also present were: County Commissionors Vern
Plantenberg, Bob Gambrino and County Engineer Luke Ahles.
Bids opened at 7:10 p.m.. The following bids were received:
1. Hardri ves, Inc. st. Cloud ------------------------ $22,744.28
2. Bauerly Bros. Rt 2, Sauk Rapids ------------------- 25,165.00
3. J. F. Donovan, St. Cloud -------------------------- 25, 381. 00
4. Duinevck Bros & Gilchrist, Olivia, Minn. ---------- 27,009.00
5. Tri-City Paving, Little Falls, Minn. -------------- 35,540.00
Motion was made by Roman Reber seconded by Bud Reber to award contract to low bidder,
Hardrives, Inc. with the base bid containing the 2351 mixture. Motion carried unanimously.
2) Lester Baird, West Minnesota and 4th Ave N.W. suggested widening of Minnesota Street
West abutting the Baird property. Safety question cited - bituminous curbing suggested.
Cost factors to be determined.
St. Wendel Township delegation was present: Wazecka, Salzer, Kowitz, Frie, Meyer.
Cost factors explored. Cost of 3 trucks cited as biggest 'bst~le. $18,750.00 Kowitz
suggested splitting St. Wendel Township 50-50 for fire protection purposes. St. Wendel
meeting at 8 p.m. April 16, 1974 at St. Wendel. Clerk and fire chief to attend st. Wendel
meeting.
Mike Loso - fire chief was present examination of Muteal aid fire agreement held by council.
Fire agreement to be examined for action on April 18. II
Motion made by Bud Reber seconded by Herman Schneider to approve application of
David Ho~nson to the position of stand-by firemen. Motion carried.
No attendance at State Fire School reported by Chief. Firemen will attend Regional
school at Alexandria May 18 - May 19, §ix men requested.
Motion made by Herman Schneider seconded by Roman Reber to approve attendance of
six men at regional school at Alexandria. Motion carried.
O. C. Dierkhising present: requested removal of several no parking signs at Kay's
Cafe. Mr. Dierkhising was reminded of original agreement of providing adequate
parking in original permit application, including removal of small house to west
of Cafe property. Posed question of alley vacation abutting property to west.
Truck parking cited as big problem. Council expressed concern regarding safety -
Vehicles and pedestrians. Alley vacation question would be referred to planning
commission.
Police Chief Lorentz reported 5 small accidents at the loéation this past winter.
Permit to be issued for small house removal. Motion by Herman Schneider seconded
by Hugo Weyrens to approve permit of O.C. Dierkhising for small house demolition.
Motion carried.
Motion made by Roman Reber seconded by Hugo Weyrens to request State Hwy Dept to I
change signs at Kay's Cafe to read: "No parking on Roadway: Motion carried.
Bill Jones - tráiler court owner was present. Question of plastic pipe use for
water line installation - presented letters of approval of plastic pipe use
(Municapalies City engineering dept.) - Water and sewer line installations,

manhole installation of city boundary line for continiuty of ænstallation after
annexation examined. Jones to have State Health Dept. examine question of treat-
ment plant location relating to trailer court, phase three installation. Jones
also reported, possibly using 2 lots for structure suitable for storm protection.
I Street grades and surfacing of trailer court street examined. Engineer presented
information. Water line sizes examined - construction grade plastic pipe would
be acceptable to city engineer. On-site discussions and examination to be made.
Bill Thiele listed as contractor fer Jones trailer court enlargement project.
Joe Bettendorf engineer, posed question of engineer working for city or developer,
indicated most desirable arrangement working for city. Engineer to check water
line size and use of plastic and street question relating to trailer court project.
Hollow Park project grading discussed. Attorney examined and reported on St. Cloud
policy. St. Cloud reported using both methods - contractor engineering with city
inspection - or full use of city engineering method. Engineer suggested establishment
of public hearing policy. Further discussion tabled. Engineer Fred Klingbeil
introduced to council. Milner Carley engineers - to handle treatment plant up-
dating project.
Street installation in trailer court area requires public hearing on street surfacing!
Leo Sadlo, treasurer, presented the monthly fund report.
Employee salary questions examined. Motion made by Herman Schneider seconded by
Bud Reber to establish the following salary schedule for 1974 -
Assessor salary increase@f$108.:35~' per month, plus travel expenses = $150.00 pertmont~
Clerk salary increaše of $24.50 per month = $374.50 per month · rave
Assft Clerk increase of 10.50 per month = $160.50 per month
I Chief of Pœliøe increase of $100.00 per month = $920.00 per month
Dick Taufen increase of $144.92 per month = $800.00 per month
John Kierzek increase ~of $80.00 per month = $735.08 per month
Motion carried.
Tri Cap summer program information examined.
Motion made by Bud Reber seconded by Hugo W.yrens to request three NYC youth for
Tri Cap summer program.
Motion made by Roman Reber seconded by Hugo Weyrens to pay bills as presented.
