MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON THURSDAY, APRIL 18, 1974
City Council of the City of st. Joseph met in special session on Thursday, April 18,
1974 with the following members present: Mayor Harry J. Knevel, councilmen, Herman
Schneider, Roman Reber, Hugo Weyrens, Bud Reber. Also present were: Hub Klein - I

Motion made by Hugo Weyrens seconded by Bud Reber to approve membership and enter
into the Central Minnesota Fire Aid Association agreement. Motion carried.
Hub Klein present to discuss Hollow Park develop~nt.
Motion made by Hugo Weyrens seconded by Bud Reber to table Hollow Park plot questions
until arrival of engineer. Motion carried.
Bill Jones - Trailer court owner present regarding street question at trailer court
site.
Question of street surfacing - petition (100% signature) would eliminate hearing.
Roman Zwack, civil defense director, agreed to retain position of director.
Bill Loso letter read describing injury on sidewalk at El Paso Club - Letter to
be submitted to city insurance carrier. Copy of letter on file.
Request presented by Police Dept. for permit to establish pistol range at former
dump gravel pit.
Motion made by Herman Schneider seconded by Hugo Weyrens to approve request for I
fire range. Motion carried.
Motion made by Bud Reber seconded by Roman Reber to accept resignations of Police
reservist Tom Pflueger - Motion carried.
Mation made by Herman Schneider seconded by Hugo Weyrens to approve issuance of 2
checks ($25.00 and $35.00) to Minn. Municipal Commission for annexation fillings.
Woodcraft Co. expansion report presented by Hugo Weyrens - unloading problems were
also examined by council.
Motion made by Roman Reber seconded by Bud Reber to send letter to Woodcraft citing
dangers and liabilities apparent with placement of materials at plant site. Motion
carried.
Mayor Harry J. Knevel and councilman Herman Schneider to attend Stearns Municipal
League meeting at Melrose on April 23.
Park Board requested council prepare topographical map and plans relating to
newly acquired park property. County contact to be made regarding county surveying
of park property. Tree planting program to be inaugerated.
Requests for summer work presented - Pat Schneider reported interested in summer
rec. program and other summer employment. School district participations in summer
program to be explored. I
Engineer Joe Bettendorf - Hub Klein regarding Hollow Park development. Question
of council signatures on ficial plat. Engineer to provide copy for clerk's file.
$39,375.00 ($2,600. per lot) sewer-water curb and gutter (all improvements cost).
Question of construction (residential on lot 12.
Motion made by Herman Schneider seconded by Bud Reber to have clerk check minutes
regarding Hollow Park lot 12 question. Motion carried.

Motion made by Herman Schneider seconded by Hugo Weyrens - city to accept bids on
Hollow Park project relating sewer, water, storm sewer connecti~ns, and street
sub grade. Developer to deposit one and one half times the'aInount of low bid prior
to issuance of contract. Motion carried.
I Engineer to submit feasibility report - cost estimates of Hollow Park project
next regular meeting.
Bill Jones to use copper and cast iron for water and eikfrllø 48 plastic for sewer
lines at trailer court addition. Street grade to be established by engineer.
Street surfacing in area to include unsurfaced portion of Elm Street. Cost estimates
to be prepared by engineer for street surfacing.
Motion made by Hugo Weyrens seconded by Bud Reber to set May 16, 1974, 7:30 p.m.
as public hearing on street surfacing project of 1st Ave N.W. from service frontage
road north to city boundary and portion of Elm Street East to College Ave No.
Engineer presented Eastern Park Street Surfacing project - relatéd street grades
to be examined and prepared.
Engineer to prepare cost estimates on grading streets, ditch preparation.
Motion made by Bud Reber seconded by Herman Schneider to set public hearing on
grading and drainage on 5th Ave and 6th S.E. and Able Street East for May 16, 1974
at 8:30 p.m. Motion carried.
Meeting set for Monday at 7c30 p.m.
