MINUTES OF REGULAR CITY COUNCIL MEETING HELD ON THURSDAY, MAY 9, 1974
City Council of the City of St. Joseph met in regular session on Thursday, May 9, 1974
I with the following members present: Mayor Harry J. Knevel; Councilmen Herman,Schneider,
Roman Reber, Bud Reber, Hugo Weyrens; Clerk Bob Johnson; Attorney John Knapp; Engineer
Joe Bettendorf - Leo Sadlo, Treasurer; Bill Lorentz, Police Chief. Also present,
Bill Jones, trailer court owner.
Minutes of April 4, April 18 and April 22, 1974 were approved as presented.
Engineer Joe Bettendorf presented: preliminary $19,002.00 surfacing, curb and gutter
$8,960.00 = $28,160.00. Trailer court street surfacing. (Elm Street including curb
and gutter $3,960.00.) 1st Ave N.W. new computation to south line of lot 2 Schneider
Addn - $19,910.00 includes curb and gutter. $15.00 ft for street (running ft) $7.00
~or concrete curb and gutter - (both sides of street). Type of curb examined - concrete
or bituminous - $1.50 per ft price difference. Engineer recommended concrete rather than
machine laid bituminous curbing. 36' wide street estimate.
Motion was made by Hugo Weyrens seconded by Roman Reber to surface 1st Ave. N.W. from
Hwy 52 to north city limits, 36' wide - curb to curb - with concrete curb and gutter.
Grading beyond city limits to end of platted street. Motion carried.
Leo Sadlo, treasurer, presented the monthly fund report. Motion made by Herman Schneider
seconded by Bud Reber to accept report as presented.
Mike Loso inquired about special meeting set for Monday May 13 at 8 p.m. with township
of St. Joseph, also requested attendance of 3 men to State Fire Conference. Motion made
by Herman Schneider seconded by Bud Reber to approve attendance at State Con~erence

Milner W. Carley & Associates, city engineering firm, presented an engineering agreement
for professional services for city council consideration. Several additions were re-
quested by council prior to final approval.
Schedule informational hearing relating to treatment plant up-dating project as required
for federal funding projects. 3 phase project (1) preliminary
(2) plans & specs
(3) construction
Hardrives street surfacing contracts signed by Mayor and Clerk.
Motion made by Bud Reber seconded by Herman Schneider to increase city subsidy on curb
installation to $1.00 per running foot and $2.00 per running ft on sidewaJj(in residential
areas. Motion carried.
Motion made by Roman Reber seconded by Hugo Weyrens to authorize engineer to provide
engineering data to Public Service Commission relating to R.R. crossing re-location.
Motion carried.
Motion made by Roman Reber seconded by Hugo Weyrens to approve 3.2 on sale beer license
requested by Jaycees for June 14th - benefit game at ball park. Motion carried.
I Motion made by Hugo Weyrens seconded by Bud Reber to submit name of Mr. Southwprth,
Mayor Paynesville, to nominating committee of Minnesota League of Municipal~ties, to
serve on League board of directors. Motion carried.
Motion made by Roman Reber seconded by Hugo Weyrens to pay bills as presented.
Motion carried.

Motion made by Bud Reber seconded by Roman Reber to authorize police chief to
deliver census enumeration materials to Sec. of State office. Motion carried.
Motion made by Roman Reber seconded by Hugo Weyrens to approve attendance of I
Chairman Ben Kremer at Planning Conference in St. Cloud on May 13, 14, 15.
Motion carried.
