MINUTES OF CITY COUNCIL HEARINGS _ STREET SURFACING PROJECT HELD ON THURSDAY MAY 16, 1974
Meeting called to order at 7:30 p.m. Present were Mayor Harry Knevel, Councilmen
Herman Schneider, Bud Reber, Roman Reber, Hugo Weyrens; Attorney John Knapp, I
Engineer Joe Bettendorf; property owners Richard Winter, Leona Van Doren, Bill
Jones. Mayor asked engineer to explain project - total cost $23,870.00. Cost
on 1st str $13,575. for tar with concrete curb and gutter, $6,335. Elm Street
$2,700. - 2,800. slough curb on Elm Street.
John Kapp explained the assessment charges for city.
Bid schedule opening set for early June - project start in July - completion
estimated for Aug. 1, 1974. Assessment hearing possibly in Oct.,1974.
Hearing closed at 8:20 p.m. on motion by Roman Reber seconded by Herman Schneider.
Motion carried.
Motion made by Herman Schneider by Hugo Weyrens to compensate clerk for special
meetings on same schedule as council starting Jan. 1, 1974. Motion carried.
Public Hearing on Street Improvement No. 1974-B Minnesota Street from 3rd Ave. S~E.
to 5th Ave S.E. all of 5th Ave S.E. to 7th Ave S.E., all of 6th Ave S.E.
Hearing opened by Mayor at 8:35 p.m. Members present were: Mayor Harry J. Knevel;
Councilmen; Herman Schneider, Roman Reber, Bud Reber, Hugo Weyrens; Clerk Bob
Johnson, Attorney John Knapp; Engineer Joe Bettendorf. Also present were: Elmer
Rakotz, Jack Loso, Gerald Derr, Dave Douvier, Bill Lorentz, Leander Zipp, Arnold
Lindskog.
Engineer explained grading and drainage plans for area in question. II
A ttorney John Knapp explained assessment method and cost factors - 21 cents per
front ft .0328 per sq ft area.
Lindskog cited need for water shut off raised - and reported access gravel in
boulevard.
All interested residents present were heard. Several objections to their assess-
ment were voiced.
Construction completion estimated at Aug 1, 1974 if combined with northside project.
Gerald Derr requested council postpone grading Able St and 6th Ave. S.E.
Motion made by Herman Schneider seèonded by Bud Reber to adjourn public hearing
at 9:55 p.m. Motion carried.
Council re-convened at 10 p.m. for continuance of special session.
Grading of Able St. re-examined by engineer at councils request. Motion made by
Hugo Weyrens seconded by Herman Schneider to table council action on Street grading
Project No. 1974-B until May 23 council meeting pending further examination and
investigation.
New concrete curb reported damaged by engineer and must be replaced on corner of I
Minnesota and 2nd Ave S.W.
Engineer to examine west end of Minnesota at Lester Baird residence for curbing
and street widening.
Council called engineer attention to missing street barricades and no-flashing
lamps on Hardrives street re-surfacing project. ~~~
