MINUTES OF SPECIAL MEETING THURSDAY,MAY 23, 1974, 7:40 P.M.

The City Council of the City of St. Joseph met in special session on Thurs.,
I May 23, 1974 at 7:40 p.m. with the following members present: Councilmen,
Herman Schneider, Roman Reber, Bud Reber, Hugo Weyrens. Attorney John Knapp.
(absent: Mayor Harry J. Knevel). Meeting was opened by acting mayor Herman
Schneider. Minutes recorded by Hugo Weyrens until arrival of Clerk Bob
Johnson at8 p.m. There were 8 to 12 other city residents present.
* 1st on A~enda;Cliff Grabinski, Park Refuse Service, 'presented a review
of refuse service the past year ànd requested an increase of
per month. Extra pickups will be made on Sat. Sept. 28 and Oct. 26, next
spring on last Sat. in April and May. Check to be made oJÍt Lions refuse
containers. Cost in~rease approved on a motion by Roman Reber and seconded
by Bud Reber. Motion carried. Notice to be published in Steams-Morrison
Enterprise prior to extra pickup start next fall.
Clerk arrived at 8 p.m.-
* Dutch Elm Disease Ordinance question examined. Attorney John Knapp presented
ordinance information from League of Municipalities. Rxamination of St.
Cloud ordinance held. Attorney to prepare ordinance for council consideration.
* Police Chief Lorentz presented a police department proposal including
safety and security needs.
Fence surrounding water tower - Question of City liability and dangers
-explored and enumerated by Attorney Knapp. Council to examine and obtain
steel fencing cost factors. Cone method also to receive investigation.
A motion was made by Bud Reber seconded by Hugo Weyrens to increase accident
report, assessment search and other similar report requests to a $5.00
charge to all non-residents. Motion carried.
I Police Chief Bill Lorentz requested council adopt ordinancejrelating to con-
cealed weapons. Attorney to examine State Statutes perta.ining to concealed
and registered weapons. Question of non-paying spectators at ball park-

John Knapp.
School bus safety discussed and examined - Police department presented
slides showing conditions during loading and unloa~ing school buses in
the vicinity of St. Joseph Lab School and Minnesotå Street. Contact to be
made with Parish Board and School officials regarding bus conditions_~ It./~'
Double parking - no tag to be issued if driver remains in vehicle. Truck
unloading in rear of stores to be suggested whereever possible.
Kay's Cafe parking signs to be changed to "No Parking on Roadway."
Beer cups on street - carryin~ beer outside of bars - from one bar to
another cited. Cleanup in front of bars in early morning hours discussed.
Bar owners agreed to improve situation.
Fix It Tickets - to receive further council consideration. Mutual Aid
Police agreement meeting to be scheduled. Local Attorney to handle
police complaints - council to further study question. Police Reserve
questions explored - request for police reserve patroling without regular
police officer presented. Discussion relating to police log held. Police
dept. (Chief) to keep daily record for next few months. Letter form League
of Municipalities relating to Auxiliary Police presented - letter received
after call to League by John Schroeder - copies to Schroeder and Attorney
John Knapp. Power of arrest for Reserve will require prior training by
Minnesota Peace Officers Train~ Board. Council to determine Reserve
I functions and duties. Further study to be made of League information.
Police Station re-location request examined - new building not in present
council construction plans - possibility of re-location to City Hall to
be considered. Police Department record keeping systems discussed and
needs appraised.
* A motion was made by Bud Reber seconded by Hugo Weyrens to table Street
Grading Project No. 1974-B indefinitely. Motion carried.

35% of abutting property owners must sign petition for improvement - public hearing
required. Copies of petition to be prepared.
Annexation of Trailer Court addition.question. Rezoning of Trailer Court area to I
Industrial to be set up for July 1 hearing.
Amber light purchase for trucks approved as requested by Dick Tauf'en.
Norseland request to grade alley for drainage control examined. Council to examine
area.
Motion made by Roman Reber seconded by Bud Reber to approve the following liquor
applications: Lä~J?1ayette Inc., Reuben Wiener-Midway ·Bar; Dale Schneider-Sal's Cafe,
El Paso Club Inc., V F W Club, Legion Club. Motion carried unanimously.
Motion made by Roman Reber seconded by Hugo Weyrens to approve attendance of
A ttorney Knapp at State League Convention in .Du1uth June 13. ' Motion carried.
Motion made by Roman Reber seconded by Hugo Weyrens to approve recreation program
proposal as submitted by Pat Schneider. Motion carried.
