CITY OF ST. JOSEPH, MINNESOTA
MINUTES OF REGULAR CITY COUNCIL MEETING HELD THURSDAY, JUNE 6, 1974
The City Council of the City of St. Joseph met in regular session on Thursday, June 6,
1974 with the following members present: Mayor Harry J. Knevel; Councilmen, Herman I
. Schneider, Roman Reber, Bud Reber and Hugo Weyrens; Clerk Bob Johnson; . Attorney
John Knapp; also present were: Lee Kapsner (~enda), Mr. and Mrs. Art Hiemenz,
Mr. and Mrs. Lawrence Rennie, Mr. and Mrs. Fred Danzl and Jack Blommer.
Minutes of May 9, 13, 16, 23 and 24th were approved as presented.
Mrs. Fred Danzl presented a complaint regarding Borresch mobile home sewerage dis-
posal etc., alley blocked - complaints of blocking driveways by trucks in Kay's
Cafe area. Borresch Trailer problem reportedly will be solved in next few days.
No parking on Roadway signs at Kay's Cafe to be completed soon.
1) Lee Kapsner - Postmaster (agenda) - city delivery requirements 2500 population or
750 deli veries ~,,"peÍ' family or unit - good streets necessary - street signs and house
numbers displayed. Walks and roads clear or delivery would be terminated. No house
to house - cluster of boxes only. Eastern Park receiving delivery - 3 block distance
from post office. Eastern Park delivery problems examined. Baker Street surfacing
question discussed.
Claude Menzhuber requested agenda placement on July 2 meeting - 8 p.m.
Leo Sadlo - treasurer presented the monthly fund report. Motion made by Herman
Schneider seconded by Hugo Weyrens to accept report as presented. Motion carried.
Mr. and Mrs. O.C. Dierkhising were present regarding Nick Borresch trailer parking
question. Parking problems at Kay's Cafe also examined. Dierkhising indicated II
house across from V.F.W. would be made available. Other solutions to be explored.
Engineer Fred Kleinbeil, John Anderson were present: Step I Grant application
report was presented.
A motion was made by Bud Reber seconded by Hugo Weyrens that: The Oity of St. Joseph
hereby resolves to make application for Federal and State assistance for upgrading
the existing wastewater treatment plant, and also authorizes the Clerk, Mr. Robert
Johnson, to act as the agent for the City in all matters pertaining to the Federal
and State assistance. Motion carried.
July 2, 7:30 p.m. was scheduled forbid opening for Street Surfacing project Trailer
Court area.
A motion was made by Herman Schneider seconded by Roman Reber to accept the Milner
Carley & Asso. 1974 Standard contract. Motion carried. Oouncil requested explanation
of meaning of "smaller scope", item a. No. 7 page 2, also time element insertion.
Partial estimate No.1, Project 72-384 county - city street resurfacing project
was presented and approved for payment on a motion by Hugo Weyrens seconded by
Raman Reber. Motion carried.
A motion was made by Roman Reber seconded by Herman Sc1meider to approve plans and
specs on Project No. 74 - 2115 and schedule bid opening for July 2, 7:30 p.m.
Motion carried. II
Motion was made by Bud Reber seconded by Hugo Weyrens to approve Planned Use Report
for the 5th Revenue Sharing Period as follows:

Motion carried.
Motion was made by Bud Reber seconded by Hugo Weyrens to adopt Ordinance No.
1974-E to control Dutch Elm Disease in the City of St. Joseph.
A motion was made by Roman Reber seconded by Bud Reber to approve the· appointment
of Joe Fitzgerald as City Forester. Motion carried.
Motion made by Herman Schneider seconded by Bud Reber to pay bills as presented.
Motion carried.
