HomeMy WebLinkAbout1974 [07] Jul 02 577 City of St. Joseph, Minnesota MINUTES OF REGULAR CITY COUNCIL MEETING HELD TUESDAY, JULY 2, 1974 The City Council of the City of St. Joseph met in regular session on Tuesday, July 2, 1974 with the following members present: Mayor Harry J. Knevel; Councilmen, Herman I Schneider, Roman Reber, Bud Reber, Hugo Weyrens; Clerk Bob Johnson; Attorney John Knapp; Engineer Joe Bettendorf. Motion made by Hugo Weyrens seconded by Roman Reber to approve minutes of June 20, 1974 as presented. Motion carried. Treasurer's report of June approved on motion by Roman Reber seconded by Hugo Weyrens. Motion carried. Bid opening held at 7:30 p.m. on 1974 Street Improvement Project No. 74-2115 (trailer court area) Bids received: J. F. Donovan Inc. $27,817.30 Hardrives, Inc. $19,782.60 Fire Chief Mike Loso present - presented final specs on new fire truck purchase. FMC Corp and J. Bean provided specs for publication. Motion made by Hugo Weyrens seconded by Bud Reber to schedule fire truck bid opening (2 trucks) for August 8, 1974 at 7:30 p.m. Motion carried. Copies of specs to be prepared for bidder request. Engineer Joe Bettendorf reported tabulation of bids were in order. Motion made by Roman Reber seconded by Hugo Weyrens to accept the low bid of Hardrives, Inc. II Bid approval to be tabled until agreement with W. J. Properties has been completed relating to prepayment of assessment penalty. Bell Telephone project - Milner W. Carley to do staking and set grades for project. Mrs. Harry Knevel present regarding alley - east-west abutting Knevel property to south - presented suggestions for traffic control etc. (report of recommendations placed on file for council consideration). Joe Fitzgerald, City Forester present, regarding Dutch Elm etc control and survey reported evidence of dutch elm disease - some trees dead - no tests made at present. Motion made by Herman Schneider seconded by Hugo Weyrens to approve attendance at dutch elm workshop of City Forester, Joe Fitzgerald. Motion made by Roman Reber seconded by Bud Reber to reimburse Forester at mimimum wage for time submitted monthly. Motion carried. Police Reserve compensation for 4th of July service examined. Motion was made by Roman Reber seconded by Hugo Weyrens to compensate Reserves at $3.00 for total of 4 hou~s each on the 4th of July 1974. Motion carried unanimously. Zon~ng Board of Adjustment and Appeals Hearing report presented: Re-zoning R-l Agricultural to R-2 Residential. I Motion made by Roman Reber seconded by Herman Schneider to approve rezoning to R-2 residential of Hollow Park Addn as recommended by Zoning Board of Appeals. Motion carried unanimously. Hearing 2 - Variance request to construct a 12 unit mulitiple on Outlot "A" of Hollow Park presented. 578 - A motion w~s made by Herman Schneider seconded by Bud Reber to approve variance request of Hub Klein for 12 unit as recommended by Zoning Board of Appeals. Motion carried unanimously. Hearing No 3 - Rezoning Trailer Park annex - Motion made by Bud Reber seconded by I Hugo Weyrens to approve rezoning of trailer park annex to I-Industrial from R-l Agricultural. Motion carried. Motion made by Hugo Weyrens seconded by Bud Reber to instruct clerk to reexamine zoning ordinance 59 as related to deletio~ in R-2 section and transfer of responsibility of enforcement of ordinance. Motion carried. Motion made by Herman Schneider seconded by Hugo Weyrens to pay bills as presented. Motion carried. Motion to adjourn was made at 12:20 a.m. Harry J. Knevel, Mayor @:t~~ II I
