MINUTES OF CITY COUNCIL MEETING HELD THURSDAY JULY 18, 1974
The Oity Council of the City of St. Joseph met in special session on Thursday
July 18, 1974 at 7:00 p.m. with the following members present: Mayor Harry J. Knevel I
Oouncilmen, Herman Schneider, Roman Reber, Bud Reber, Hugo Weyrens; Attorney John
Knapp. Also present Chief Bill Lorentz. Absent City Clerk Bob Johnson - on vacation.
Deferred minutes of July 10, 1974.
Mayor Harpy Knevel read letters from St. Joseph and St. Wendel Township regarding
fire protection. Councilmen felt that the townships wanted to continue riding along
as they are known and let City of St. Joseph do all their work. Council then instructed
Mayor Harry Knevel to write back to townships as soon as possible stating that on
Aug. 8, 1974 at 7:30 p.m',bids will be opened on fire equipment and within 30 days
we would let out the awarding of the bid and if by that time no definite answer
from township - Sept 1, 1974 - would end contracts with townships and the City of
St. Joseph would buy one truck and be on our own. Also in mean time Mayor Harry
Knevel will contact St. Ben's on this matter to see what they would like to do.
Councilman had strong fet~ings St. Ben's w~i read~ to move when City said the word.
Attorney John Knapp said letter on W. Jones properties is on file and in the registar
of deeds office on payment of assessments to project 79-2115. Bond on this project
would be 10 years.
A motion was made by Roman Reber seconded by Bud Reber to negotiate bids on a 10 year
basis. Motion carried.
A motion was made by Herman Schneider seconded by Roman Reber to accept the bids
from Hardrives for project 74-2150 a rough estimate for Lester Baird corner and on II
Minnesota Street in front of Krebsbach Motor Co. and also to do roughly 150 ft of
1st Ave N.W. to city property. Motion carried.
Engineer Joe Bettendorf reported Hardrives has done nothing on poor strech of tar
in front of business places on Minnesota Street. It was suggested to leave alone at
this time and wait until it is time to seal coat, but in the mean time if a problem
does arise Joe would contact Hardrives and they will than make necessary repairs.
Engineer Bettendorf will check to see if county will center stripe College Ave and
Minnesota Street when overlay are all complete.
A motion was made by Bud Reber seconded by Herman Schneider to place temporary curbs
along alley on south side of Mayor Harry Knevels property and on Minnesota Street
across street from Krebsbach Motor Co. Motion carried.'
A motion was made by Bud Reber seconded by Roman Reber to have Roman Reber eheck
all business sidewalds and report back Aug 8, 1974 meeting on all condemned sidewalks.
City clark will then be instructed to send out letters. Motion carried.
Motion made by Bud Reber seconded by Roman Reber instruc~ing Dick Taufen to get
prices for gates leading to disposal plant. Motion carried.
Motion made by Bud Reber seconded by Roman Reber to paint curb yellow from Minnesota
Street along College Ave South to parish house driveway and put up sighs for parking
accordingly to load children from St. Joseph Lab School. II
Motion made by Bud Reber seconded by Roman Reber to have city clerk notify bank of
damage to shingles on shelter houre. Motion carried.
Motion made by ~oman Reber seconded by Bud Reber to have Mayor Harry Knevel to give
NSP to trim trees at shelter park area. Motion carried.
Discussion came upon intersection of Old Hwy 52 & Birch Ave NW regarding stop signs

and yield of right away sign. After some discussion instructed Police Chief Bill
Lorentz to put up another stop sign on Old Hwy 52 heading west out of town.
I Councilman Weyrens reported on a Metro Sewer meeting he attended on Tuesday 16th
of July 1974 at Sauk Rapids. At this point not too much more headways being made.
Townships are still up in arms. Seems no one knows any exact figures yet and so
they are still boiling.
Motion by Bud Reber seconded by Herman Schneider to adjourn at 11:15 p.m.
Motion carried.
