JOSEPH, MINNESOTA MINUTES OF REGULAR CITY COUNCIL MEETING HELD ON THURSDAY, SEPTEMBER 5, 1974 The City Council of the City of St. Joseph met in regular session on Thursday, I September 5, 1974 with the following members present: Mayor Harry J. Knevel; Councilmen, Herman Schneider, Roman Reber, Bud Reber, Hugo Weyrens; Clerk Bob Johnson; Attorney John Knapp; Engineer Joe Bettendorf. . Leo Sadlo, treasurer, presented the monthly fund report - approved by a motion made by Herman Schneider seconded by Hugo Weyrnes. Motion carried. Bills were presented and approved on a motion by Herman Schneider seconded by Bud Reber. Motion carried. Fire Chief Mike Loso and Asst. Chief Bill Wasner were present - Fire turck bids and purchase questions were examined. FMC respresentative reported his firm had funds available for purchase - down payment on our chassis. 17 last year lease purchase arrangement - 17~. St. Joe Township portion appraised - Mayor reported on informal meeting with Town officials and Rep. Bernie Brinkman on Tuesday, Sept 4, 1974. A Motion was made by Herman Schneider seconded by Bud Reber to purchase aerial fire _/ truck and chassis as per bid price of ~1,250.00. Motion carried unanimously. Lease purchase agreement method explaned by FMC Rep. and examined by Attorney Knapp cnd council. Council authorized mayor to call Township to establish meeting for Friday, Sept 61 1974. II Motion made by Hugo Weyrens seconded by Bud Reber to approve 3.2 beer license for Sept 14, 1974 for fire dept. faffle. Motion carried. Request for a 220 electrical line into fire hall approved by council. Ed Kacures - agenda complaint on liquor operation - relating to minors - stricter ordinance enforcement to be exercised. All bars to be notified of situation. Mayor reported Township chairman agreed to meet with council relating to a written committment on fire truck purchase on Friday, Sept 6, 1974, 8 p.m. Loren Theilman present - agenda - regards construction of 12 plex multiple in Hollow Park Addn. Engineer recommended installation of all sewer and water lines in Hollow Park Addn. Theilman indicated he had purchase agreement for"Outlot A" in Hollow Park. Council indicated a deposit of It times total project cost and signing of Lot 12 waiveYrequired. Bond requirements outlined by Attorney Knapp. Park shelter roof to be repaired after abtaining two quotes on cost. Contract curb and gutter on Minnesota st. at Krebsbach Motors - not to be paid for curb and gutter - garage to catch basin will have 3 year guarantee - on file. Report on Duininck Bros Street widening - restoration presented - mobile station catch basin problem. I Report on Step I Grant presented placed on file. EPA approval next step - R.R. crossing report - county submitted specs - engineer to contact Public Service Commission. No second to motion. Assessment question reviewed - quotes to be obtained on sidewald project - (per sq ft) I Extra meeting set for Sept 26 - Regional meeting on Sept 19, 1974 Motion made by Bud Reber seconded by Hugo Weyrens to hire Ray Bechtold effective Sept 9, 1974 as a city maintenance employee on a 30 day probation period.
