HomeMy WebLinkAbout1974 [10] Oct 10 590 CITY OF ST. JOSEPH, MINNESOTA MINUTES OF REGULAR CITY COUNCIL MEETING HELD ON THURSDAY, OCTOBER 10, 1974 The City Council of the City of st. Joseph met in regular session on Thursday, Oct. 10, 1974 with the following members present: Mayor Harry J. Kneve1; Counci1- ~, men, Herman Schneider, Roman Reber, Bud Reber, Hugo Weyrens; Clerk Bob Johnson; I Attorney John Knapp; Engineer Joseph Bettendorf. Mike Loso, fire chief, presented the application of Allen H. Klocker 'for member- ship. The application of Allen Klocker was approved on a motion by Bud Reber seconded py Herman Schneider. Motion carried unanimously. Fire Chief attendance at fire conference in Rochester, Minn. on Oct. 17,18, 19 was approved on a motion by Roman Reber seconded by Bud Reber. Motion carried unanimously. Cost estimate $223.00. Clarification of equipment and material purchase discussed with fire chief. Council approval mandatory. Chief Mike Loso requested council approval to purchase a camera for fire dept. use - purchased from fire dept funds. A motion was made by Roman Reber seconded by Bud Reber to authorize fire dept. purchase of camera. Motion carried. Chief Loso also suggested police attendance at station during fire call. Leo Sad1o, treasurer presented a monthly fund report. Motion made by Herman Schneider seconded by Hugo Weyrens to accept treasurer's report as presented. I Minutes of the following meetings were approved: Aug. 22 with the following correction included in Sept. 5, 1974 minutes - "total bid price of aerial truck and chassis changed from $71,250.00 to $85,680.00" - on motion by Hugo Weyrens seconded by Herman Schneider. Motion carried. Public hearing on assessment role for Street Improvement No. 74-2115 (Trailer court area) was opened at 8 p.m. Attorney Knapp presented totals and explanation of assessments. Question of restoration presented by Leona Van Doren. Twenty days to pay assessment without interest, after 20 days assessment will be certified to county auditor - Oct. 30 8% - 10 years. Keith Anderson reported seeding not completed. Water control reported related to county road change. Motion made by Hugo Weyrens to approve assessment role as presented. Motion carried. Terry Schmidt, Avon Lumber, and James Landwehr, Landwmark Rea1tyywere present regarding Hollow Park project. Question of indemity bond ~resented - one and one-half times project cost. Requested private contractor in install project with city engineer supervision. Engineering costs to be paid by Schmidt. Dutch elm disease question discussed. , . Motion made by Roman Reber seconded by Hugo Weyrens to adjourn for two minutes. I Council re-convened at 8:55 p.m. 591 Joe Bettendorf exp1aned driveway installation to Mr. Van Doren - present elevation necessary for water control. Biggest complaint related to restoration of sod or re-seeding. Driveway cost of $150.00 was not in original estimate. I Motion was made by Hugo Weyrens seconded by Bud Reber to have clerk notify property owners involved in 74-2115 project, trailer court area of final restoration and disposition of project. Motion carried. Hollow Park water and sewer specs to be presented to planning commission prior to council approval. Final approval date scheduled for Oct. 24 - council meeting. Attorney Dale Mossey and bank president Bill Meinz informed council of formation of St. Joseph Development Corp. Reported 26 share-holders - primary purpose re- ported to be promotion and development of the business community - Statistical research was being prepared by several State students for the corporation. Goals of corporation were listed by William Mein~. Patrolman Clint Chamberlin took the oath of office. Parking problems examined. Planning Commission to contact Dr. James Kelly, St. Cloud State, relating to student parking. Roman Zwack on Nov. agenda. Motion to adjourn made at 12:30 A.M~ ~!f~ Harry J. Kneve1, Mayor I I
