CITY OF ST. JOSEPH, MINNESOTA
MINUTES OF REGULAR CITY COUNCIL MEETING HELD ON THURSDAY ON NOVEMBER 7, 1974
Regular council meeting met on Thursday on Nov. 7, 1974 at 7 p.m. Present were
Mayor Kneve1, - councilmen Herman Schneider, Roman Reber, Bud Reber, Hugo Weyrens
I and Clerk Bob Johnson.
Minutes of Oct 19, 1974 were approved as presented.
Leo Sad1o, treasurer, presented a monthly fund report.
Motion made by Hugo Weyrens seconded by Herman Schneider to accept treasurer's
report as presented.
Mike Loso, fire chief, presented the application of Allen Klocker for membership
in fire dept - motion made by Herman Schneider seconded by Hugo Weyrens. Motion
carried.'
Mr. Fred Traynor, Traynor, Hermanson & Hahn architects, present regarding city
hall remodeling project.
A motion was made by Bud Reber seconded by Herman Schneider to approve acceptance
of proposal: 10% of construction cost or hourly rate plus misc. expenses as dis-
cussed with architect Fred Traynor of Traynor, Hermanson & Hahn Inc. (estimate
$300.00 blueprinting) Motion carried unanimously.
Roman Zwack, Civil Defense Director, presented a civil defense report. Several
requests were contained in the report. Report was placed on file. Updating of
emergency plan to be made and copies to be provided.
I Bob Schwartz, County Civil Defense Director, was present. Discussion held on
energy question - surplus and excess property.
Mr. and Mrs. Herbert Schneider were present regarding street problem fronting
their property. They cited driveway problem as a result of Street Improvement
1974-A. Engineer and city employee to resolve problem.
Railroad crossing relocation project discussed with engineer. Engineer presented
a report and request for plans from Burlington Northern - street width only addition
necessary to plans previously drawn. Gate signals reportedly scheduled for end
of 1975 installation.
Engineer to complete plans and forward to Burlington Northern.
Plans and specs for Hollow Park sewer and water reported as finalized by engineer.
Planning Commission to receive copy for appraisal. Plans and specs for Hollow
Park sewer and water were explained by engineer and examined by council. Motion
made by Herman Schneider seconded by Roman Reber to approve plans and specs for
Hollow Park water and sewer project. Motion carried.
PCA plant grant question - examined comprehensive plan - geographic area plan.
Louis Krebsbach present regarding hockey program. Presented a report on proposed
program. Recreation director to implement program.
I Attorney reported corresponding with Attorney Mike Sullivan St. Benedict's
representative regards fire district proposal.

A motion was made by Hugo Weyrens seconded by Roman Reber to enter into an agree-
ment with the Stearns County Soil Conservation District as a member. Motion carried.
Bills approved on a motion by Hugo Weyrens seconded by Herman Schneider. Motion I
carried.
Election canvass approved on a motion by Roman Reber seconded by Hugo Weyrens.
Motion carried.
Special meeting scheduled for Nov. 14, 1974 at 7:30 p.m.
Motion made to adjourn at 12:30 a.m. ~l{~ Clerk
