CITY OF ST. JOSEPH, MINNESOTA
MINUTES OF REGULAR CITY COUNCIL MEETING HELD ON THURSDAY, DECEMBER 5, 1974
The City Council of the City of St. Joseph met in regular session on Thursday,
I December 5, 1974 at 7:30 p.m. with the following members present: Acting
Mayor-Councilman Herman Schneider; Councilman, Roman Reber, Bud Reber, Hugo
Weyrens; Clerk Bob Johnson; Attorney John Ifuapp.
The meeting was opened by Acting Mayor Schneider. Mayor Kneve1 assumed the
chair upon arrival.
Bills presented - approved on motion by Hugo Weyrens seconded by Roman Reber.
Motion carried.
Donna Butkowski (1) agenda - submitted a request for a teen game room or
recreation center sponsored by city. Problem of locating suitable building
cited. Possibility of sponsorship by city organizations suggested.
Hugo Weyrens reported on Hub Klein renovation plans for old Sauer Store b1dg -
corner of Minnesota Street and College Ave. - question of fence between
old barber shop and Ed Sc&neider property - parking space question. Council
suggested Klein submit plans for renovation.
Annexation areas examined and reviewed. Report presented on informational
annexation meeting.
Review of Amendment to Ordinance No. 58 held, regulating use of highways
within city. Ordinance No. 61, snowfall ordinance also examined and reviewed.
Twenty four hour parking restriction received council and police chief's
I examination.
Complaint of truck (semi) parking with running motor all night submitted by
Mrs. Fred Danz1, reportedly in her neighborhood.
Attorney John Knapp reported the city had no ordinance to cover such incident.
Police chief instructed to investigate complaint.
Motion made by Roman Reber seconded by Hugo Weyrens to approve adoption of
a parking "courtesy ticket" to be used after first snowfall as described
in Ord. No. 61 - regular parking ticket to be issued after plow has plowed
around vehicle. Motion carried.
Attorney read and explained inquiry of Attorney Dale Mossey regarding develop-
ment of Bechtold property located in city and abutting Park Terrace on the west.
Previous special assessment questions reviewed.
A motion was made by Herman Schneider seconded by Hugo Weyrens to direct
attorney to send letter to Attorney Mossey indicating property in question
would be credited with past assessments paid. Motion passed unanimously.
Mayor Kneve1 reported on HMO 1eters from office of Attorney Dale Mossey,
relating to construction of a medical clinic in the city. Attorney Mossey
requested Mayor signature. Discussion of matter hald with council. Council
agreed clinic in city O.K. meeting zoning etc. Council felt need for additional
I information prior to an endorsement.
Motion made by Roman Reber seconded by Hugo Weyrens to have clinic matter
referred to planning commission.

Police Dept. report: Discussed police matters with Chief Lorentz and Patrolman
Clint Chamberlin regards recent allegations made - question of chasing people
of age off street for loitering at La P1ayette and with Sheriff Deputies
confronting same persons inside Kay's Cafe. Chief Lorentz presented a report I
of incident. Police Chief Lorentz stated it was perhaps a question of patrol-
man Ch~ber1in being placed on an unassisted patrol too soon in training program.
A Sheriff Dept. deputy report of the La P1ayette - Kay's Cafe incident was
read by Chief Lorentz - report placed on file.
The question of Bud Reber returning to police duty was examined - Reber stated
he had made other commitments for next weekend Dee 7 - 8 but would consider
returning to duty the weekend of Dec. 14 - 15.
Council discussed police dept. operation and policies with Chief Lorentz and
Patrolman Chamberlin and suggested communications within dept. be improved.
The following persons were appointed to the Police Advisory Commission on a
motion by Hugo Weyrens seconded by Bud Reber: Don Kierzek, Bob Viehauser,
Mrs. Lee Kapsner, Bill Lowell, Gerald Derr, Ed Kacures, Pat Kelly. Motion carried.
Christmas street lighting policy established as follows: 6 - 12 p.m Dec. 14 -
Jan 5. A motion made by Hugo Weyrens seconded by Roman Reber to adopt above
policy.
Motion made by Herman Schneider by Roman Reber to Motion
carried.
